The population of 65 years old and above is 25,760,000 and the coefficient of such population rises from 7.1% in 1970s to 20.2% in 2005. According to forecast that the number of such population will arrive the peak in 2042, which will be 38,630,000.The old population proportion will be 40.5% in 2055 which means that there will be about 1 old person aged above 65 among 2.5 Japanese. Facing the challenge of aging degree's deepening unceasingly, the Japanese government has launched social security systems reform in which the elderly nursing insurance system is the gripping focus. The aim of the nursing insurance system is to solve the problem of "the nursing hell " caused by the home nursing care function flaw and to solve the large amount financial deficit problem in national medical care insurance system caused by senior citizens "the social in hospital" .After 8 years systematic operation, it alleviates the contradictory intensification of nursing care to a certain extent as well as the finance tremendous burden, but the system itself has not been able fundamentally truly to solve the history problem. What kind of experiences and references can we get from the implementation of such insurance system and corresponding system operation?This dissertation carries on the elaboration and the explanation through three parts.The first part is about the establishment and the reform of Japanese nursing insurance system. Unifying the reform trend of Japanese social welfare and the social security system and from the perspective of politics, economy, society and culture, this part analyses the causes and effects of Japanese nursing insurance system. Also explore the operation situation and condition and problems of Japanese elderly nursing insurance system .Analyzing the problem's reasons and try to find possible measures to solve the consequent problems.The second part is about reflection and inspiration of Japanese nursing insurance system. It analyses the factors of social insurance system development in the circumstances of global social welfare development, the insurance system reform tide combining with under the modem society, the current economic condition. It reconsiders the problems of operating the old age nursing insurance system in the way of social insurance way and try to find the enlightenment to Shanghai.The third part is about the analyzing of feasibility of constructing old age nursing insurance system in Shanghai. Unifying Shanghai changing tendency of populations aging it analyzes the Shanghai old age nursing care the demand and the supplies contradictory condition. At last by comparative analysis between Shanghai and Japan the author concluded that Shanghai hasn't perceived the conditions to establish the aged nursing insurance system temporarily at present. We may consummate Shanghai old age nursing care system through the length union.This research reorganized and analyzed all massive materials and discussed the nursing care problem in Shanghai but because the old age nursing care system's construction was one involves factors of the society, the economy, the government, the enterprise, individual and so on .Also every part involves complex factors and benefit, more concrete, more careful and more reasonable deep research should be done further.
