Based on the economic globalization and the risk society background, the European Union's "flexicurity" employment policies are studied. Through analyzing the history of development of the EU's employment policy, employment theory and the employment paradigm shift, the EU's and member states' employment policy practice, the various forces and the interaction of factors in the development of the EU employment policy, as well as the value and the concept effecting the development of employment policies, the thesis aims to explore the historical law of EU's employment policy. Since the late 1990s, the EU's employment policy paradigm has changed, and has begun to shift to a "flexicurity" direction. In the context of globalization and risk society, the EU's "flexicurity" employment policy is the representative of historical development and the direction of social progress, and it is to resolve social risks and protect society in a better way.The thesis includes introduction, body and conclusion. The introduction introduces some of the major topics on the background and significance, the domestic and international research review of the relevant literature, as well as research methods, ideas on the thesis, the framework and major innovations.The thesis has five chapters.Chapter 1 analyzes the development of employment policy and employment policy paradigm change of the post-war EU countries from a historical and theoretical level. Now the EU's member states employment policies are shifting to the "flexicurity" development stage, and have the characteristics of "third way" employment policy. The EU's employment policy and employment policy paradigm shift are closely related to the following factors: the challenges of the economic globalization and European integration, EU's member states labour market segmentation, European model of employment compared with the America's, the tradition of social democracy and its change.Chapter 2 analyzes the development of the "flexicurity" employment policies at the EU level. It is mainly reflected in two ways, first, in order to improve the living and working conditions of non-standard employees, the non-standard employment-related instructions have been passed by EU; second, in order to push the EU's employment policies to the direction of "flexicurity", the European employment strategy has been implemented, the common principles of "flexicurity" have been developed.Chapter 3 analyzes the EU member states' "flexicurity" models are compared. At member States level: in the 1990s, Denmark and the Netherlands have successfully implemented "flexicurity" employment policies, and the two countries' are on behalf of two typical "flexicurity" paths. Denmark's employment policy is the flexibilisation of the whole workforce, and the Netherlands' is the normalisation of the rights of non-standard workers. At the same time, other countries' are gradually undergoing a paradigm shift, and have also begun to "flexicurity" direction.The upward two chapters have studied EU's and member states' employment policies. The study shows that the EU's employment policy paradigm is shifting, and it reflects the European idea of harmonious development of the economic development and social progress.Chapter 4 analyzes the various forces and factors in the formation process of EU employment policy, as well as the interests of the game between them. These forces and factors are following: in the two-tier system of European Union and nation-state, Liberalism and interventionism, economic and social, nation-state and EU antagonism; at EU and the Member States level, the social partners and social dialogue; in the European integration process, the position changes of the European Social Democratic Party. The research shows that the various forces and the interaction between the factors have promoted the "flexicurity" employment policy formation, and will affect the direction of "flexicurity" employment policy.Chapter 5 analyzes the value of ideas impacting the development of EU's employment policies and looked forward to the prospects of EU "flexicurity" employment policy. "Flexicurity" employment policy roots in the development of the common European concept, and represents the EU and its member states' new awareness of the concept on the risks and benefits, and integration of the two concepts of the free market and the welfare state. Due to the existence of a number of constraints, in a short period of time, the European Union can not carry out the object of "flexicurity" employment policy. However, the "flexicurity" employment policy shows the essence of the European social model, are on behalf of the European employment policy development direction in the future. In the common power-driven mechanism, the EU will be possible to achieve the "flexicurity" employment policy convergence in the future.In the conclusion, the paper's attention is concentrated on the theoretical level of thinking: the development of EU "flexicurity"employment policy requires us to reflect the"social markef"idea deeply, as well as pursue the concept of "social fair"endlessly. In addition, the EU "flexicurity" employment policy has an important reference to the philosophy of China's employment policy and to the protection of the non-standard workers.
