Since 2020,relevant departments of all Chinese city governments have been planning epidemic prevention and control work,while promoting further economic and social development.Good results have been achieved in this work.China's economy and society are recovering steadily,and various policies to stabilize employment are being implemented in practice.Throughout the relevant surveys,we can find that China's urban unemployment rate and employment situation is becoming stable,but the problem of great employment pressure has not been solved.Employment is the foundation of benefiting the people,and is the logical starting point and ultimate goal of any economic activity.The reason is that people get paid in employment and earn income through wage income,which may drive consumption growth and economic growth.Therefore,stable and sustainable employment is an important task in all aspects.The goal of stable employment must focus on structural pressures on jobs,pay more attention to central areas and population centres,and adopt more targeted employment policies.The employment structure is not immutable.In order to cope with the new situation of structural changes in employment,people should pay more attention to the prominent and important areas in their work,monitor the implementation of employment,and improve the early warning and response mechanism,further pay high attention to the "three key" employment pressure,namely key groups,key regions,key industries.The establishment of targeted and sound,efficient employment policy.Recently,Y City has issued a series of targeted policies to tackle COVID-19 and stabilize employment.To guide the work of all localities,Y Municipal Bureau of Human Resources and Social Security,National Development and Reform Commission,Bureau of Industry and Information Technology,Bureau of Finance,and Municipal Poverty Alleviation Office jointly issued The Detailed Rules of Policies for Stabilizing Employment in Response to the epidemic to promote the implementation of policies based on actual conditions and ensure that policies are implemented quickly,with early results and more results.Specific policies include:One-time employment subsidies,one-time subsidies absorb employment and employment,obtain employment difficult personnel public welfare jobs subsidies and social insurance subsidies,college graduates social insurance subsidies,periodic extend social insurance subsidies and post subsidies,subsidies and online training platform employment focus group vocational training living allowance,extending unemployment insurance gold to get time,one-time temporary living Living allowances and so on.Theories adopted in this study mainly include benefit stakeholder theory,development-oriented social policy theory and social welfare theory.Based on these theories,problems existing in the introduction and implementation of stable employment policies in Y city are analyzed,and problems are found,analyzed and solved in a targeted manner.It provides theoretical basis for stable employment in Y City.The main purpose of this study is to measure people's living standards,reflect the current issue of China's transition to create jobs,protect and improve people's lives,to establish a coordinated and sustainable development of economic society is of great significance.At the same time,the article for the actual employment situation Y city,the government's measures on stable jobs for research,this paper analyzed the present stage Y,promote employment and some existing measures and characteristics,the implementation of stable employment policy the problems during the implementation of the public policy process model were analyzed,and find the cause of the formation.Select the employment of other representative countries and regions and the actual situation of the domestic comparative study,to put forward feasible suggestions for the existing problems for reference.Finally,the author hopes to provide suggestions for the formulation and implementation of more meaningful and positive employment policies based on domestic and international experience and local practice.
