A Study On Spatial Public Policies Of Industrial Agglomeration In Rural Pearl River Delta

Industrial Agglomeration is a global phenomenon in mordern economic dovelopment,the places where industrial agglomeration happens take a majority of share in global economy,and have become the core space in world economy.There're plenty of theoretical and positive research on the topic about industrial agglomeration,both foreign and domestic.The thesis mainly focuses on public policies based on analyzing the spatial effect of industrial agglomeration.Based on analyzing the spatial effect of industrial agglomeration in PRD(Pearl River Delta)by a framwork of spatial enonomic theory,this article discusses spatial public policies for further development of rural industrial agglomeration in PRD,in dual background of economic globalization and new socialist countryside building.For analyzing the spatial effect of rural industrial agglomeration in PRD,from macro-scale of the space system,basing on microstudy of game behavior of space entities,this article firstly put forward a analytic framwork of spatial economic theory,by which explain that evolution of spatial structure gets result from the spatial effect of industrial agglomeration.As a kind of spatial phenomenon,industrial agglomeration should happened in certain spaces.In one space,government,enterprises and residents forms three kinds of spatial entities.for maximizing spatial profits,they take spatial competition for limited spatial resources.The positive effect of industrial agglomeration can bring "agglomerate rent",form into centripetal force,and the negative effect of industrial agglomeration can increase spatial cost,decrease spatial profits,form into centrifugal force.The two forces take kinestate by agglomerating and diffusing,this changes profit earning conditions,makes changes of spatial entities,then results in reorganization of spatial factors.New nodes arising and old ones declining results in transition of spatial structure.Government and enterprises are two key parts in spatial competition,game outcomes of them decide how a certain space can be used,and then result in the transition of spatial structure.But residents scatter in the space and lack conditions of collective actions,they have lost their influence of spatial structure transition.The spatial process of Shenzhen's growing up shows the explanatory force of this theory framwork.Based on making certain of evolution of natural geography and economic geography in PRD, this thesis analyzes industrial agglomeration respectively,such as phenomena,mechanism,characteristics and types,and study it's spatial evolution process by a four-stage divide.In the process of industrial agglomeration evolution,the extent of agglomeration keeps improving all the time,but in new century, the defects of extensive developing mode is exposed,they become dominant cause of impeding sustainable development of PRD.On the background of analyzing rural industrial agglomeration of PRD in outline,this article analyzes the spatial effect of rural industrial agglomeration in PRD by the spatial effect theory framwork of industrial agglomeration.By the extent of space scarcity deepened when the extent of industrial agglomeration increased,the game behaviors between local organizaions(villages and towns) and enterprises three periods:unordered spatial development from late seventy decade to early ninty decade,insufficent space supply in intermedial and late ninty decade,then badly insufficent space in new century.Distributive system by class formed by decentralized reform makes rural industrial agglomeration in PRD develop rapidly,with decentralized rural industrialization and low quality citilization.Local organizations' disposure of spatial development undergoes a gradual change from "giving up" to recovering in this process.And agglomeration-diffusion movements formed by positive and negative effects of industrial agglomeration keep changing rural spatial structure of PRD,make idiovariations of rural space of PRD.The disequilibrium of Industrial agglomeration's location results in different extent of space idiovariation,and forms four types of space morpha, idiovariation,chaos,boom and declining,this is the outcome of multi-equilibrium formed by spatial effect of rural industrial agglomeration in PRD.Based on analyzing public policy generally,this article analyzes concepts and orientations of spatial public policy and spatial public policy of industrial agglomeration,and points out that the latter belong to the former.Spatial public policy of industrial agglomeration are based on industry policy and industrial agglomeration policy,and uneconomic space formed by maket malfunction is in need of it,it's very important to scientific development of spatial economy.Spatial public policy of industrial agglomeration can set up a possible equilibrium condition between maximization of local offiers' short profit and long goal of regional development,so it can set up the foundation for sustainable development of regional space.By changes of local organizations' disposure of space, spatial public policy of rural industrial agglomeration in PRD undergoes a transition of three periods: the distortion period(late seventy decade to early ninty decade),the forming period(intermedial and late ninty decade),and the transition period(from year 2000).Based on the analysis above,this article studies the dual background of economic globalization and new socialist countryside building,to which rural industrial agglomeration in PRD should be face, and discusses spatial public policy for it's further development.Space lock-in effcet brought along by economic globalization and space standard of new socialist countryside building both require synchronous transition of industry as well as space,and rural space integration based on industrial agglomeration is a rational choice.By using the plan of integration of urban and rural areas,carrying out rural industrial agglomeration strategy and integrating rural space with industrial agglomeration,and combining with comprehensive spatial public policies,taking suitable policy packages to different rural areas,so as to realize "dual transition" of industrial and space of rural spatial economy in PRD,and setting up an organization of initial networking of the urban and rural areas,then making rural spatial structure optimized and spatial development sustained,and gradully approach to a ideal mosaic of urban-rural integration,which is new socialist countryside building want to realize.
