Study On Adjustment Of Regional Industrial Gradient Transfer

The relation of Industry Transfer, industrial structure adjustment and the development of regional economy are greatly closer. With the development of regional economy in China and deepening of international industrial division, industries have had a tendency to transfer according the gradient. From east to west, the east coastal developed areas actively take part in the division and cooperation, and carry on industries from the developed countries. At the same time, industries in the inferior position are transferred to the medium & west undeveloped areas. China's opening-up and Foreign Investment has experienced three waves from the Zhu River Delta to the Yangtse River Delta to the Bohai Ring Areas which are pushed from south to north. Not only is the regional industrial structure evolving and upgrading, but also Industry Structure Regroup and Industry Transfer are taking place with it. In micro view many enterprises have the strong moving will provided with the macro condition. There seems to be great probability of transferring on a large scale in the future. When the regional industries are transferred, the market mechanism plays a basic role of collocating resources now, and it's also absolutely necessary to promote the role of guiding and harmonizing of the policies. Therefore, the preceding research on regional industry transfer will guide the incoming practice, and offer the government references to setting up the policy system supporting Industry Transfer. From this view, the work has the great significance in theory and reality.Aiming at the problem how to use Industry Transfer to promote the regional industrial structure adjustment and the coordinated development of regional economy, based on reality and practice researches on Industry Transfer at home and aboard, the dissertation studies systematically the macro backgrounds and the micro developing course of regional industry transfer, and statically analyzes the gradient distribution characteristics of industries in China using the upgrading industrial gradient coefficient, and brings forward setting up the implemental mechanism of the policies guiding by the government for supporting Industry Transfer. The following is the detail:(1) Regional economy is the soil of industrial regional development, which decides on not only that can the industry be transferred, but also the transferring path. So, the dissertation analyzes the connection of industrial structure, regional economy and Industry Transfer. It dissertates evolution of China's development strategy of regional economy, and the comparative advantages and regional gradient of East, Middle, West and Northeast. It's concluded that the base of regional economy of China's industry transfer exists.(2) The dissertation upgrades the calculation method of gradient coefficient, and using it we calculate and draw the gradient table of twenty six industries of thirty-one provinces in China. Then we analyze the gained data respectively form phase characteristics, regional characteristics and transferring ways of Industry Transfer, and propose the strategy orientation of China regional Industry Transfer.(3) The dissertation analyzes the micro development course of Industry Transfer which includes three stages of factor mobility, enterprise migration and Industry Transfer. Thereinto, the factor mobility is accumulative condition and the enterprise migration is entity factor of Industry Transfer. According to the extent of roles of the marketing mechanism and the government controlling mechanism, the implemental mechanism of Industry Transfer can be concluded three types of the government-leading, the market-driven and government-inducting, the market-leading and government-guiding.(4) In order to explain the dynamics of regional Industrial Transfer at the current stage of China, the dissertation analyzes the influential factors from three aspects of macro-view, industrial-view and micro-view. Then we select six key factors to construct the model of Industrial Transfer, which is industrial gradient coefficient, the grades of Industrial Cluster, market share of the relevant products, the comparable coefficient of the total of factor costs and transaction costs, the relative advantage of distance and the push and pull from governments. Furthermore, we bring forward the easy method "the Acceleration Grads Judging Principle" to analyze the feasibility of the Industrial Transfer.(5) The dissertation studies that it's necessary for governments to intervene Industry Transfer in theory and in reality. After comparatively analyzing the roles of governments such as America, Japan, Asia's four "Tigers", the five roles of government in guiding Industry Transfer are explained, including plan-guiding, harmonizing and balancing, policy-inducting, environment-creating and moderate protecting.(6) The dissertation proposes to set up the implemental mechanism of the policies guiding by the government for supporting Industry Transfer which comprises the total targets, stratagems, principles and the controlling methods. The total target is realizing the regular transferring of regional industries and maintaining the coordinated development of regional economy. And the five stratagems of regional industry transfer are global industrial division arrangemental stratagem, innovational stratagem, clusters stratagem, governmental-coordinating stratagem and policy-inducting stratagem. Thus, we bring forward some policy suggestions. What we should do is to enlarge opening fields and strengthen cooperation with foreign countries, to build service-oriented government and construct the platform for Industry Transfer, to establish the diversified industrial policy according the regional gradient and regional industrial gradient, to invest the education and vocational training and accelerate the pace of introducing, to push the industrial innovation by Industry Transfer with the low gradient regions advanced gradually the stages of indusrial innovation and the high gradient regions strengthened the ability of independent innovation, to induce the capital come into the low gradient regions and provide the financing support, and to redouble the organizing harmony of regional Industry Transfer. Finally, the dissertation proposes the control strategies of accepting industry transfer of Middle on the base of analyzing its' internal advantages & disadvantages and external opportunities & challenges.
