The Study Of Countermeasure To Undertake Industry Gradient Transfer Of Hainan Province

Industrial transfer, industrial restructuring and regional economy development is an organic combination which is inherent consistent. Along with the regional economy development of China and the deepening of international industrial division of labor, the regional industries tend to commit a gradient transfer on a certain level. From east to west, the eastern developed regions take their own advantages to undertake the industrial transfer from developed countries. From south to north, the foreign investment has experienced a transfer from Pearl River Delta to Long River Delta and then the western underdeveloped regions, along with not only the evolvement of industrial development but also the restructuring and transfer of industries. Microcosmically, the enterprises have this very motivation. Macroscopically, the environment of industrial transfer is available. Thus, it is possible for an industrial transfer on a large scale to happen in the near future. At the present stage, the gradient transfer in Hainan should take the advantage of both the fundamental function of market on resource division and the coordinating and leading effects of policies. Based on this trend, the foresight research on gradient transfer of industries will be a valuable reference to set up the policy system on boosting and regulating the gradient transfer. The research will be of great physical and theoretical significance in planning and guiding the possible large-scale industrial transfer in Hainan.This thesis, based on the domestic and foreign theories on industrial transfer, focuses on how to better serve the industrial restructuring and coordinated regional economy development. Moreover, the thesis comprehensively analyses the macro-environment and the micro process of gradient industrial transfer in Hainan, using the industry gradient coefficient method to analysis the gradient features of industries in Hainan. At last, this paper put forward a policy realizing mechanism which is market-dominated and government-coordinated to boost the process of regional industrial transfer.The feature of the theory:1) With the methods such as the location quotient, industrial gradient coefficient and so on, to calculate the gradient level of the three industries of Hainan, and through the SWOT analysis come to Hainan to undertake a report on the feasibility of industrial gradient transfer.2) Though enterprises research and analysis on data statistics to prove the feasibility of undertaking the gradient transfer of industries in Hainan, the Hainan to undertake industrial gradient transfer of policy implementation mechanism, regulation and control orientation, and relevant policies and measures.
