Under the frequent industrial migration and huge resources investment,China's economy faces the problem of the lack of technological innovation and industrial upgrading.To clarify the internal mechanism of technological innovation and industrial migration is the key to reverse this situation.Based on this,for the first time,this paper decomposes technological innovation into two stages:"technical potential energy gathering" and "innovation kinetic energy formation",and by citing the knowledge of physics gravity potential energy and mechanical kinetic energy,proposes the concept of technical potential energy and innovation kinetic energy;through dimensional decomposition based on their intrinsic characteristics,proposes calculation method;uses the system dynamics growth upper bound model to analyze the agglomeration mechanism of inter-regional industrial gradient transfer to promote the improvement of technical potential energy;based on Griliches-Jaffe's innovative production function,builds a general equilibrium model to analyse the transformation mechanism of the technical potential energy to the innovative kinetic energy;from the perspective of the chain integration of the innovation value chain and the product production chain,explores the mechanism of the innovation kinetic energy to promote the industrial structure upgrading;uses ESDA and the spatial econometric models to examine their temporal and spatial evolution and the spatial effects.Based on the research conclusions above and combined with the results of field research,the policy for improving the level of regional technology potential energy concentration and conversion efficiency is designed to provide a new perspective for the study of the inter-regional industrial gradient transfer,the technological innovation and the industrial structure upgrading.Taking the technical potential energy and the innovation kinetic energy in the inter-regional industrial gradient transfer and upgrade as the main research objects,this paper analyzes the agglomeration mechanism of the industrial gradient transfer to promotes the technological potential improvement,the conversion mechanism of the technology potential energy flow to accelerate innovation kinetic energy accumulation,and the mechanism of innovative kinetic energy to promote industrial structure upgrading.By analyzing the spatial effects in each mechanism,it proposes a policy of promoting the comprehensive development of China's technology and industry.In the paper,the technical potential energy is divided into three dimensions:the technological innovation willingness,the technological innovation environment and the innovationfactor attraction,and the corresponding inter-regional industrial gradient transfer acts on the agglomeration process of the technical potential energy from three ways:the industrial layout,the industrial policy and the factor flow;When the technical potential that is concentrated to a certain level begins to permeate the spillover between regions,while avoiding the spillover loss of the technical potential energy space as much as possible,all innovative entities give full play to their own willingness to innovate,and under the existing technological innovation environment,give full play to the role of innovation factor attraction in technology creation and transformation,technology absorption and retention,and further promote the productivity of innovation factors and the conversion of the technical potential energy to the innovative kinetic energy;Under the influence of technical potential,the innovation kinetic energy promotes the regional R&D innovation,the process innovation and the product innovation activities through the chain integration of the innovation value chain and the product production chain,thereby further promoting the industrial structure upgrading.Firstly,technical potential is the most intuitive expression of the potential ability of innovative entities to obtain innovative R&D results.The higher the level of technical potential energy means that the innovation elements which the subject can master are more advantageous in terms of type and quantity and that the factor allocation structure is more reasonable.Meanwhile,it also means that the innovative behavior guided by subjective will is more suitable for the internal and external innovation environment,and thus can more effectively utilize the external environment dividends brought by such innovations such as financial support and policy system and in the operation of the entire innovation system,the innovation value that the innovation subject can achieve is naturally greater.Secondly,the level of technical potential energy accumulation in China continually grows in the time dimension and exhibits different characteristics at different stages of economic development;in the spatial dimension,it shows that the "transmission"development pattern takes the east and north coastal areas,Beijing and Shangxi as the center,and further spreads along the northeast to the southwest.The change of industrial policy,innovation factor allocation and innovation layout brought by the inter-regional industrial gradient transfer will change the technological innovation ernvironment,the attraction of innovation elements and the willingness to innovate through the symbiotic evolution system with growth cap.The industrial gradient transfer has a significant impact on the level of technical potential energy agglomeration,but the direction of its spatial spillover effect is uncertain.Thirdly,under the potential gap of technology,the technical potential of regional agglomeration will face all-round changes.Firstly,the differences in technological innovation environments in different regions will lead to the spillover effects of technological potential energy being continuously lost when breaking through institutional barriers;Secondly,the inconsistency of the willingness to innovate requires the innovation subjects in the region to make the choice of collaborative innovation or competitive innovation according to the changes of internal and external environment,thus further adjusting their willingness to innovate;Finally,the attraction of innovation factors includes the two dimensions of the technology creation and the transformation and technology absorption and retention,which can significantly increase the productivity of innovation factors through knowledge spillover effects,and thus improve the conversion efficiency of technology potential energy to innovation kinetic energy.Fourthly,driven by innovation and kinetic energy,the efficiency of the R&D innovation,the process innovation and the product innovation has improved significantly.The spillover of R&D,process and product innovation effects helps to improve the operation of the enterprise's innovation value chain and product production chain,guarantees the efficient integration of the innovation value chain and the product production chain,and then improves the allocation of production factors,develops high value-added products,promotes the high-tech transformation of traditional industries,and ultimately promotes the upgrading of industrial structure.The innovative kinetic energy and the foreign direct investment are the core elements driving the upgrading of industrial structure,and the gathering of economic activities strengthens the spatial effect of innovation kinetic energy on the upgrading of industrial structure.Fifthly,the overall regulation of the location gradient in industrial transfer,the three times rational planning of the internal structure of the industries,and the comprehensive improvement of government functions contribute to the accumulation of technical potential energy.Accelerating the planning and construction of technological innovation bases,constructing a network of technological innovation achievements and improving the regional technological innovation environment can help build the regional technological innovation environment and promote the transformation of technological potential energy into innovative kinetic energy.The creativeness of this paper are as follows:Firstly,the stage division of technological innovation is put forward,and the concepts of technical potential energy and innovation kinetic energy are put forward and the technical potential energy gathering level,innovation kinetic energy and technical potential energy conversion efficiency are measured in turn and their evolution is analyzed in time and space dimensions;Secondly,this paper explores the agglomeration mechanism of industrial gradient transfer to promote the potential energy of technology from the perspective of the decomposition of technical potential energy dimension,the conversion mechanism of technical potential energy into innovative kinetic energy from the perspective of innovation factor productivity,and the mechanism of innovation kinetic energy to promote industrial structure upgrading from the perspective of the integration of innovation value chain and product production chain.
