Research On Industrial Gradient Transfer And Its Regulation In China

Industrial transfer is an important way of spatial transfer of productivity, and it isalso a strong external force to achieve a leapfrog development for the less developedcountries and regions. Industrial transfer, industrial structure adjustment and regionaleconomic development are a closely related organic whole. Transfer of industry isbeneficial to the optimization and upgrading of industrial structure, which is animportant way to enhance the industry’s overall economic strength, and promote thecoordinated development of regional economy. With the development of China’sregional economy and deepening of international industrial division, China’s regionalindustrial has been showing a tendency of gradient transfer. In this context, correctlyunderstanding and grasping the law of industrial gradient transfer, studying on controlsystem of gradient transfer of China industrial, putting forward the countermeasureand suggestion of domestic industrial gradient transfer, have an importantsignificance to achieve sustained, healthy, and harmonious development of regionaleconomy.The dissertation followed the studying train of thought from theory research tosystem research, and then from empirical research to application research. Thespecific research contents were as follows.The first chapter elaborated on the purpose and significance of the research onChina’s industrial gradient transfer and its regulation. On the basis of deepinvestigation on the research about the industrial gradient transfer and its regulationof the domestic and foreign scholars, we put forward the research content, researchmethods and research ideas.The second chapter introduced the meaning and types of industrial gradienttransfer, analyzed the promoting and restricting factors of the industrial transfer, andsummarized the theories about the industrial gradient transfer which are closelyrelated with the main research method of this dissertation, which provided thetheoretic foundation for the research in the following chapters.In chapter three, we established the evaluation index system of regional gradientdistribution through the selection of evaluation index for regional gradient distribution. On the basis of the actual economic data, we calculated and analyzed theregional gradient composite index, and then put forward the transferring regions, theundertaking regions, and transfer route plan.In the fourth chapter, we built the analysis models of industrial gradientcoefficient and dynamic industrial agglomeration index. Based on the actualeconomic data, we calculated the industrial gradient coefficient and dynamicindustrial agglomeration index of27industries from31regions around China, andthen we selected the transferring industries in the main transferring regions.In chapter five, we established the evaluation index system of industrialundertaking ability and the industrial undertaking ability comprehensive evaluationmodel based on entropy. Then according the actual economic data from31regionsaround China, we calculated and analyzed different region’s industrial undertakingability. Furthermore, by means of the industrial gradient coefficient, we proposed theselection of undertaking place for every industry.Chapter six was focused on building the regulation system of industrial gradienttransfer, and put forward the regulation targets of the industrial gradient transfer. Weanalyzed the target differences from the different regulation subjects, and put forwardthe coordination mechanism of the central government and local government. Wemade the regulation means of industrial gradient transfer from industrial spacedevelopment plan, economy, human resources, law, and administration. Moreover, weproposed the main regulation contents, which are the transfer regional selection, thetransfer route plan, the transfer industry selection, and the undertaking placeselection.In the seventh chapter, we proposed the government regulation strategy topromote China’s industrial gradient transfer from the macroscopic angle. To differentregulation subjects, we put forward the regulation strategies for the centralgovernment, the transferring region’s government and the undertaking region’sgovernment.
