Currently, the sustainable development of resource - exhausted cities in the world has attracted widespread attention and has become a worldwide issue, and in China is also a common topic. With the acceleration of industrialization and modernization process, a number of old resources cities, particularly resources in a resource - exhausted city, sustainable development faces unprecedented difficulties. How solves the resources and the economy, the resources and the environment, the resources and the sustaining is the significant realistic topic in front of us.Fuxin is a typical resource - exhausted city which is founded and thrifty for coal. With the coal resources gradually wither, confronting not only the popular difficulties with resource - exhausted cities, but also typical difficulties due to population distribution and higher proportion of mining employees than other similar cities. In 2001, the country determined Fuxin for the resources urban economy reforming experiment site city. In the process of accelerating globalization of the world economy, and the domestic market in the course of rapid economic development, studies the sustainable development of Fuxin, lead the economy to step onto the health, benign, the sustainable development track, which has the extremely important model function regarding the sustainable development research on Chinese similar cities.This paper is divided into four parts altogether. Chapter one introduces the coal industry law of development, and points out the coal resources city's development and the present situation. Chapter two, points out the resource - exhausted cities to achieve sustainable development, we must take the road of industrial transition. Explains the city's industrial restructuring of resources and a strategic choice should pay attention to the issue of restructuring. Chapter three specifically evaluates the capacity of sustainable development of Fuxin, and points out the advantages and the difficulties in the development of Fuxin. Finally, proposes some feasible policies proposals on the basis of analysis.This paper studies the predecessors' theory and collects the massive data of Fuxin. By the statistical analysis method, has carried on the massive computations. Some of the valuable information and draw conclusions which are based on the actual situation in Fuxin are not covered by the predecessors. Of course, restricted by the limited time and the degree of knowledge, the paper doesn't do the further research which is the shortage of the paper, as well as the future research directions.
