With the globalization of competition, Supply Chain Management (SCM) has got more and more attention from both academic and industrial fields. As a key component of SCM, Supply Chain Performance Measurement (SCPM) can clearly make the node enterprises understand their position and contribution to supply chain performance, and adjust decision timely to improve the efficiency of the whole Supply Chain, so as to adapt the challenge of global competition. It is still a difficult problem to effectively measure the supply chain performance. Theoretically, performance measurement methods for single enterprise are usually used for SCPM, but it is no longer suitable for such complicated system. This paper combines the Capability Maturity Model and SCPM theory, suggests to research on comprehensive system on SCPM for pharmaceutical industry from the process point of view. Research details are as follows:Aiming at the status quo of organizational structure and operational management in China's pharmaceutical industry, this paper deeply explores supply chain, SCM, pharmaceutical supply chain and pharmaceutical SCM from process management viewpoint. Based on the summary of China's pharmaceutical supply chain, pharmaceutical supply chain model is constructed.This paper analyzes comprehensively the node organizations and restriction organizations, and points out the plus effects of every node to pharmaceutical supply chain. The 5 cycles in pharmaceutical supply chain, such as agent cycle, ordering cycle, replenishing cycle, manufacturing cycle and sourcing cycle, are analyzed in details from the operational level, this provides a foundation for the indicator construction of pharmaceutical SCPM.Based on the contents and specialties of performance measurement, definition of Supply Chain Performance (SCP) and pharmaceutical SCP are proposed. By constructing total cost model of supply chain, the relationship between node enterprises and their impact on total performance under cooperative way is deeply analyzed. Also, the critical role SCPM played in SCM, the contents and design rules of SCPM system are analyzed in depth. All the above constitutes the core structure of this paper. Based on analysis of essence of SCM and process-based SCPM, under the guidance of Capability Maturity Model (CMM), the Supply Chain Management-Capability Maturity Model (SCM-CMM), is proposed. According to the different nodes and their role played in the supply chain, 5 process areas (PA) such as Source PA, Make PA, Deliver PA, Wholesale PA and Return PA are outlined. According to the common features of process capabilities, the supply chain maturity is classified into 5 levels, including elementary level, iterative level, defined level, managed level and optimized level. Under the decomposition guidance of process area layer, base practice layer and indicator layer in configuration model, the SCPM indicator system is constructed. The core idea of this model is continuous improvement and phase structure is its main feature, by means of planing, implementation and measurement of the SCM key process, this model can make the manager of supply chain understand performance timely and improve the SCM ability in a spiral way.Every PA and its elements in SCM-CMM are analyzed deeply, 31 base practices are drawn. According to the contents of base practices and features of pharmaceutical supply chain, performance indicators are distilled. All these indicators constitute the indicator system for pharmaceutical supply chain. These standard indicators of pharmaceutical SCPM are analyzed quantitatively. The nondimensionalization and normalization of indicator is researched. A Genetic Algorithm-based optimized approach is put forward to set the weight of indicators. Aiming at solving the uncertainty and grayness of data in the process of SCPM, Grey-fuzzy-based Comprehensive Measurement method is proposed. This method takes into account the impact of uncertainty and greyness at the same time, constructed a decision model with flexibility, and the results can accord with the facts well.On the basis of the measurement model and the indicator system, a case study of pharmaceutical supply chain, in which WSLJ Co. is the core enterprise, is presented. The SCM capability level of WSLJ is determined and the improvement direction of performance is proposed.
