The spread ofurbanization and urban space has become the general trend for cities in the world now. Andduring the spreading progress, being transition zones between cities and villages, the urbanand rural connecting areas around big cities, which are new transitional regions derived from"city-village" system, are key regions cities spread into quickly. Bearing multiple functions ofrealizing agricultural modernization, standardization, marketing approach, informationization,legislation, gathering of towns or cities, social informationization and civilizing of cities andrural areas and draw upon supporting advantages from big cities, the rural functions transit tothe urban functions, the urban and rural connecting areas around big cities are the front linesfor the development of agricultural economy, the demonstration areas for villages'transformation to cities, the insurmountable critical links for the development of big cities.The harmonious development of the urban and rural connecting areas plays an speciallyimportant role not only for promoting the development of city economy, improving thegathering function of city population and speeding up the progress of urbanization, but alsofor the harmonious social construction of central cities, surrounding areas even the wholeChina.Just based on the above background information and theories from economic geography,urban economics, economics of development, institutional economics, industrial economics,management science, agricultural economy, demography and sociology etc., adhering to theprinciple of integrating theory with practice, the thesis determines the key points and factorson the harmonious development of the urban and rural connecting areas and provides ancomprehensive planning by combining technology with management science, agriculturaleconomy with urban planning; It also provides theories guidance for the harmonious development of the urban and rural connecting areas by analyzing the power mechanism for itfrom interior underlying forces. The thesis supplies with specific actions on the harmoniousdevelopment of the urban and rural connecting areas, establishing the harmoniousdevelopment of economy in the connecting areas, communities and environments from allkinds of aspects including industrial structure, the development of small cities and towns, theconstruction of infrastructural facilities and communities, the ecological environment and soon. It designs the comprehensive index system, provides quantized evaluation methods andmakes specific evaluation for the harmonious development of the urban and rural connectingareas. The thesis consists of nine chapters.Chapter One, Introduction, mainly states the background, the purpose and the meaningof the study and surveys the study development on related issues both at home and abroad.Logical thoughts, some research methods applied and possible innovations in the thesis areproposed.Chapter Two is the analysis of current situation about the harmonious development. Thestudy focuses on the harmonious development of the urban and rural connecting areas aftermaking the definition and the characteristic analysis firstly in the part. The study makes asummary of factors affecting the development of the connecting areas from six aspectsincluding economic development, social development, ecological environment, populationstructure etc. so that the basic framework of whole study has been formed.Chapter three is the strategic analysis about the harmonious development. Based on theefficiency variance of economic growth in urban and rural areas, the dominant roles citiesplay in social geological space and the analysis of some conflict background like the edgeconstraint of city space, the chapter makes a right judgment as well as location for the role,the action and the function of the harmonious development. The strategic objective for theharmonious development has been put forward, the key development areas in industries areclear for coordinating the structural relationship of the space between central cities and theconnecting areas. The chapter studies the strategic plan for the harmonious development ofthe connecting areas in Xi'an and gives advice on comparative advantages, developmentthoughts, development plan, important measures etc.Chapter four is about the power mechanism of the harmonious development. In thechapter it refers that the motive forces include three: market forces, government forces andsociety forces, the factors affecting the power mechanism mainly include population,industries, land utilization, infrastructural facilities, market, and regional environment and soon. The main forces for the harmonious development of the urban and rural connecting areasare the economic growth and the suburbanization of central cities; the basic forces are agriculture, infrastructural facilities and the modernization of village civilization; the indirectforces are system changes and science and technology; the potential forces are resources andenvironment.Chapter five is about the construction of the harmonious economic development in theconnecting areas. The chapter studies the harmonious development and takes the optimizationand upgrading of the industrial structure as key points and much work should be done forimproving the level of industrial structure, technical skill and intensifying market competition;It also points out the industrial construction of new areas, the development of transformedindustries and concrete measures for developing agriculture in the connecting areas. Theempirical work has been done on the development of the manufacturing base in north Xi'an,the transformation of old industrial areas in Xi'an Textile Town and the development of cityagriculture in Baqiao district. It provides some specific measures like small town planningand integrated construction of infrastructural facilities and some empirical work has beendone on the planning of small towns and the construction of public facilities. In the chapter,the harmonious planning of the connecting areas is studied, new evaluation index system isset up for better utilization of land and the related empirical work has been done on Xi'anBaqiao district.Chapter six is about the establishment of the harmonious development of the communityenvironment. The plan for the development of the connecting areas has been formulated. Andthe basic principle and the spatial configuration of the plan, the management and theparticipation of residents have been put forward. It provides measures for promoting theintegration of the floating population and the community after studying their integratingprogress. It also analyses villages in city on their types, characteristics, obstacles anddifficulties in the transformation and then gives measures for the transformation of villages incity in the connecting areas. The related empirical work has been done on the comprehensivemanagement of environment of Xi'an Ba river when it studies the ecological environmentconstruction of the harmonious development of the connecting areas..Chapter seven is the establishment of evaluation system for the harmonious development.In the chapter the evaluation system consisting of the model of cause-condition-response andthe model of key points is set up by using the multi-criteria analysis. The general objective isdivided into three second-grade targets: the motive force, the quality and the response of theharmonious development, in which there are 24 small targets. Depending on the differentstudy and the occasion, overall index evaluation, dim evaluation and crisscross factor analysiscan be used separately; the related empirical work has been done on the harmoniousdevelopment of the connecting areas in Xi'an. Chapter eight describes the system for protecting the harmonious development. It studiesthe integrated system in both urban and rural areas and gives measures for innovations of theland system, the household registration system and the Social Security System. It alsoprovides measures for innovations of administrative management and governmentmanagement after studying government management in the harmonious development of theconnecting areas. It refers to the design of administrative management system for theconnecting areas and points out that the administration variety should be transformed to theeconomic community, setting up a coordination mechanism under the guidance of thegovernment. The empirical research has been conducted on the innovations and practice ofthe government management in the connecting areas in Xi'an.The final chapter gives the conclusions and the prospects. It comes to the basicconclusions by making a summary of whole study and makes it clear about future directionsof the research for the lack of the study.
