Research On The Urban-rutal Economic Interactive Development Of The Western Areas

The urban-rural economic relation is one of the most basic and important relations in the national or regional urban-rural relations. With the economic and social development of China, the 17th CPC National Congress proposed that China would basically form"the coordination mechanism for the urban-rural and regional interactive development and the layout of the main functional areas"until 2020;And the third Plenary Session of the 17th CPC Central Committee proposed that"it should make breakthroughs in urban planning, industry layout, infrastructure construction, public service integration etc. as soon as possible, in order to promote the balanced configuration of public resources and the free flow of production factors and the integration of economic and social development between the urban and rural areas. Based on this, this paper has studied and analyzed the urban-rural economic interaction of the western areas of China, and mainly analyzed the benign interactive development of urban-rural economic which promotes the most effective circulation and configuration of economic resources, such as material, capital, labor, technology and information between the urban and rural areas and between the different industries through a certain way (such as market or plan means), in order to realize the sustained, rapid and healthy development of the urban-rural economy.At first, this paper has analyzed and evaluated the current situation of the research on the urban-rural economic interactive development at home and abroad, and reviewed the related theoretical basis. On the one hand, it is seeking for theoretical basis of constructing economic interactive development between western urban-rural areas through the inductive analysis of predecessors' study achievements;On the other hand, it hopes to find the problems to be analyzed and researched on the basis of summarizing the predecessors' achievements and finding its insufficiency. This paper is mainly from three aspects, such as market forces, government forces and social forces to analyze the dynamic mechanism of the economic interactive development of western urban-rural areas in China, and has made corresponding mechanism analysis about these mechanisms.At the same time, according to the characteristics of the western region and the constructing principles of the evaluation index system of the western urban-rural economic interaction,this paper has established the corresponding evaluation index system. In order to facilitate quantitative and representative research and analysis,this paper takes Chongqing as an example,describes and measures the present situation of the urban-rural economic interaction development of Chongqing, by using the analytic hierarchy process(AHP),in order to find the characteristics, the existed problems and causes and the direction of it.In order to put forward better policy suggestions for the western urban-rural economic interaction, this paper describes the corresponding practice and experience at home and abroad. From a practical point of view, it systematically summarizes the successful modes, the main measures and basic experience of the urban-rural economic interaction at home and abroad, providing practical reference for the western urban-rural economic interaction. Finally, it summarizes the path selection and policy suggestions for the economic interaction. This paper is mainly to study the principles, path selection and supporting measures of the urban-rural economic interaction.
