Relative to the huge population, the land resource is limited in China. Land is the fundamental productive materials and the living security of farmers. The rural land system is connected with the agriculture, the countryside and the farmers, which is the core of agriculture economic system and the fundamental system to affect the agriculture development. The rural land system gives impact on the agricultural productivity and the sustainable development of agricultural production. Whether the rural land system arrangement and innovation is reasonable and efficient is related to the all-round development of the agriculture economy, the coordination between the whole social and economic development, the political stability of China's countryside, and the construction of the harmonious socialist society.There are many findings concerning about China's rural land system arrangement and innovation in the theoretical circle. Since the arrangement and innovation is an ongoing system change process, the research on it should be a never ending exploration process. The systematic and further research can still be made on the former basis.The following are the main contents and points of the dissertation.First, constructing the basic theory of China's rural land system arrangement and innovation, and putting forward the corresponding analysis approach of"five elements"and"four evaluation criteria". To begin with, the definitions are discussed among"system","system arrangement", and"land system", etc. In the second place, the analysis is made on"the five elements analysis approach"and"the four evaluation criteria system", in which the former explains the motive, subject, object, constraint and outcome evaluation in relation with the rural land system arrangement and innovation, the latter answers the four standards of the subject's abiding by the purpose, the encouragement of the object, the adaptability to the constraints, the compatibility of the system arrangement in the outcome evaluation.Second, reviewing the basic and typical rural land system arrangements and innovations in China's history with the"five elements analysis approach"and"four evaluation criteria". It is judged that China's historical rural land system arrangements and innovations are inevitable system changes, which are the products under the certain historical conditions. Under different historical conditions and in different land system arrangements and innovations, the decisive subjects are quite different.Third, analyzing the foreign experience in the rural land system arrangements and innovations, which includes the successful processes and rules in developed countries, the lessons from developing countries, and the hints for China.Fourth, based on the analysis of the rural land system arrangements and innovations in both China and overseas, the conclusion can be made that the rural land system arrangement and innovation should be in line with the productivity development, the most farmers'interests, and the particular resource and regime environments. Therefore, in the current stage, the path selection for the rural land system arrangements and innovations should be established on the analysis of the current rural land system's basic contents and challenges in order for the reform rationality.The household contract system acts as the basis for the current China's rural land system, dynamically which includes the household contract responsibility system in the early stage of reform and opening-up and the recent land use right transfer system. The most remarkable point in the system arrangement lies in the separation and co-existence of the collective ownership, the individual farmer's contract right and the use right. The main problems are the following: non-clarity of the collective ownership, instability of the individual farmer's contract right, inflexibility of the use right transfer, and the small-scale production owing to the land fragmentation. To solve these problems, at this stage China's rural land system arrangement and innovation should hold the overall objective of stabilizing and improving the household contract management system as the foundation, defining ownership, stabilizing the individual farmer's contract right, and enlivening the use right. Accordingly the basic principles include: the subject's abiding by the purpose, the encouragement of the object, the adaptability to the constraints, the compatibility of the system arrangement.Centering on the overall objective, currently the basic idea for China's rural land system arrangement and innovation should be: optimizing the rural land ownership system and the household contract management system, strengthening the national management system of the rural land and the subsidiary system construction.Here are the main innovations in the dissertation.First, the research perspective innovation. The endeavors are directed to not only the rural land system arrangement and innovation itself, but also the methodology and rules, which can deepen the research instead of the stay on the surface.Second, the theoretical content innovation."The five elements analysis approach"and"the four evaluation criteria"are put forward with the application in the historical analysis.Third, the system design innovation. With"the five elements analysis approach"and"the four evaluation criteria", the dissertation discusses the overall objective, basic principles and ideas in the current rural land system arrangement and innovation.However, owing to the complex research contents, there still exist two shortcomings in the dissertation.First, in the parts of"historical review"and"experience reference", the material is not quite comprehensive, which affects the analysis integrity and depth. Second, the dissertation puts focus on the methodology while does not give enough effort to the detailed measures.
