The Research Of Chinese Rural Land Property Rights System Changes And Innovation Based On Path Dependence Analytical Framework

Since the foundation of People's Republic of China, domestic land property system has changed from private land ownership by farmers, to collective ownership of rural land, to collective management system, and ultimately the formation of family contract responsibility system under the collective ownership of rural land. As the choice of that time, the family contract responsibility system itself has its shortcomings. With the development of market economic system domestically, such shortcomings are becoming more and more apparent, and gradually becoming a constraint to the development of rural economic growth and social development. Family contract responsibility system however is an intermediate outcome in the long history of land property system in China, never the end. This paper will use the path dependency theory of new institutional economics to analyze changes in rural land property rights system, the course that the present stage of agricultural land to establish the household contract responsibility system is the result of path dependence play a role.This article is divided into six parts:The first part is the introduction part. Based on the overview of the purposes and significance of the study toward land property system in China, we believe that it is of great significance to apply path dependency theory in explaining the transforming history of Chinese land property system. A literature review has also been included in the second part where a detailed introduction of the path dependency theory, history of Chinese land property system etc are conducted. Further more, issues concerning research methods, main contents and innovations of this dissertation is also presented in this part.The second part mainly deals with theoretical frameworks for further research. Firstly, a detailed introduction of the theory of path dependence of institutional change and the analysis framework of theory of path dependence of institutional change is conducted; secondly, the part dealt with the reasons why it is important to introduce the path dependence theory into the new institutional economics. In order to solve the long-term challenges of non-performing and the long-term problem of path diversity existing in the institutional change, new institutional economics is urged to resort to the analysis framework of institutional path dependence.The third part first focused on the study of the four changed occurred between the foundation of People's Republic of China to the formation of family contract responsibility system. Along the timeline, it has been analyzed in detail the four stages of land property system, and evaluation toward each stage is given. Finally, we reached the conclusion that the land property system in China has typical path dependence.The forth part use the analysis framework of path dependence to analyze the transformation of the system of agricultural land property rights. The current Chinese rural land property system is different from the initial endowment, caused by the dynamic factors contained along the road of system changes. Coincident that occurs along the dynamic process of economic development would influence the whole process and ultimate result of the system changes. Therefore, the occasional historical events coupled with the increasing returns mechanism have led to the path dependence of Chinese rural land property system, which is expected to continue to exert influence over the coming years.The fifth part starts with the detailed analysis of the shortcomings existing currently in the domestic land property system, and continued to analysis the experiences of land property system revolution in Chengdu. Based on the analysis and the above discussed path dependence theory, suggestions for the innovation of rural land property system in China are put forward.The sixth part is the summary part, where logical flows as well as the main points put forward in the dissertation are summarized.The new idea of this paper is to use the analytical framework of path dependencehe study institutional change of agricultural land ownership issues,and changes in the course of the analysis of the emphasis on "historical " importance.Firstly,According to the time the main line, analyse the agricultural land property rights system of four changes in history, summary history of the agricultural land system of path dependence. And then,in the analytical framework of path dependence,detailed analysis of the initial endowment of land system and the impact of changes in rural land property rights system of historical events, the process of institutional change and increasing returns mechanism, and the role of path dependence will also draw on the agricultural land property rights system of the future direction of innovation.
