Technological progress and innovation plays an important role in the evolutionary course of human history from industrial society to serving society, as well as from industrial economy into services economy. Services economy, services management and innovation in services are now becoming the new focus of the disciplines of economics, management, and policy researchers, and they also attract widely attention from the enterprises, the academia and the government. Due to the highly rooted nature of services in regional orientation, investigation of innovation in regional services has significant contributions in the following aspects. Firstly, it helps understand the law of regional services innovation and forecast the trend as well. Secondly, it helps improve the innovative capability for the regional services. Thirdly, it enhances the competition ability of the regional services sector.The dissertation embraces three parts. I first review on the theoretical and empirical studies on services innovation. After investigating the classification of services based on innovation, I sum up and present the ten unique traits for services innovation in the developed countries. The next part sets Tianjin as the target employing statistics and modeling. The main issues involved include empirical analysis on the determinants of regional services innovation, assessment on innovation capability of services, technology foresight in services and policy package for services innovation. The final part emphasizes on case studies and targets on services innovation from multi-dimensionality of enterprises, industries, organizations, etc.The research is carried out by employing a lot of tools, such as literature analysis, system analysis, econometrics, comparative analysis and case studies. It tentatively deals on the theory, the empirics and the policy for regional services innovation. The selected topic, the methodology, the perspective and the details in content, all contributes to the literatures as a whole, which mainly embodied as follows:Firstly, it presents a naive typology for services based on the criterion of innovation. Creation of new types of services, institutional innovation, mode innovation and other forms of innovation have been integrated into the typology of services innovation through intensive literature search and review on the theory of services development, and on the classification of services innovation from the dimension of industrial innovation.Secondly, it contributes in conducting a quantitative identification study on the determinants for the first test, through an econometrical modeling process on the influential factors in regional services innovation. The empirics assess the innovation capacity of the regional services by a comprehensive assessing model and it also evaluates the provincial specific efficiency of services innovation, Tianjin is at the center of the analysis.Thirdly, it contributes by tentatively presenting a ubiquitous policy system from four dimensions as a qualitative framework to model policies in services innovation. The framework is applied to address the concrete case in Tianjin and the author proposes that five strategies be implemented to construct a comprehensive policy system for innovation in regional services in the future. The measures taken would serve as practical reference in policy implementation for the larger coastal cities like Tianjin.Finally, it contributes in introducing technology foresight in the study of innovation of regional services sector, demonstrating how to do a successful case study by employing the critical innovation event as the key of research.
