Research On Regional Innovation Capacity Of Jilin Province

At present,regional innovation capability has become one of the core influencing factors of regional economic growth.Improving regional innovation capability has become a fundamental way to improve regional competitiveness and promote regional development.In recent years,the traditional industries of Jilin Province have gradually lost their original advantages,and emerging high-tech industries developed slowly,which led to the slow growth of Jilin Province 's economy.Therefore,it has become a top priority for Jilin Province to accelerate the improvement of regional innovation capabilities.From the existing research,the research on regional innovation capability mainly includes two parts.One is to study the evaluation of international comparative analysis with the help of index system construction;the second is to study the relationship between regional innovation capability and economic growth.Among them,in terms of indicator system,innovation input and innovation output are the two representative indicator systems.Regarding the relationship between innovation capability and economic growth,Chinese scholars generally believe that there is a close correlation between them.The difference in regional technological innovation capabilities has led to differences in the level of regional economic development.Innovation-driven innovation can promote economic growth and shrink the gap of different regions.In terms of specific regional innovation capability evaluation methods,it has gradually changed from expert scoring method to statistical evaluation method.However,the research on the innovation ability of a specific province often focuses on the one-sidedness and a single analysis of one province in few years.Therefore,this paper analyzes the status,problems and causes of the development of innovation capability in Jilin Province from three aspects: innovation input,innovation output and innovation transformation level.And on this basis,using the panel data of the average innovation related indicators of the three northeastern provinces and the national average from 2000 to 2016,and applying the global principal component analysis method,this paper evaluates the innovation capacity of Jilin Province in the past 17 years dynamically compared with the other two provinces and the national average.The results found that the level of innovation input,output and transformation of Jilin Province is lower than the other two provinces in the Northeast and the national average,and the gap has increased during the sample period.From the perspective of the three main components,Jilin Province has certain advantages in education innovation,but it has not formed a core competitiveness because of the serious outflow of talents.On this basis,this paper uses the target value method to further evaluate the development process of regional innovation capability in Jilin Province,and analyzes the target achievement degree of each innovation index in the index system one by one.It was found that from the perspective of innovation subjects,the lack of innovation power of enterprises is the main problem of the slow development of innovation capacities.From the perspective of innovation input,insufficient innovation input is the direct cause of insufficient innovation resources;and the deviation of innovation input direction,which is not effectively combined with regional resources,is the fundamental reason that hinders the improvement of regional innovation capabilities.From the perspective of the innovation environment,the lack of an incentive system and mechanism has caused Jilin Province to fall into a vicious circle of serious lack of innovation power.The deeper reasons are as follows: First,Jilin Province 's industrial system is technologically backward,and affecting by “industry absence” and “system solidification”,the industrial system has evolved slowly;second,excessive government intervention has caused enterprises losing their leading status.Third,under the framework of collaborative innovation of government,industry and academia,superior educational innovation resources have not played a corresponding role,and the problem of factor marketization is still serious.In order to speed up the process of cultivating regional innovation capabilities,this paper proposes the following countermeasures and suggestions: First,with the market demand as the direction,build a modern industrial system with high value-added and high-tech industries as the main body.Second,to make full use of educational innovation resources and promote benign interaction within the innovation system,accelerate the process of fostering regional innovation capabilities in Jilin Province by changing the environment of the innovation system.Third,create an innovation system centered on enterprises and technological revolution.Under the effective guarantee of the government,a sound interest guarantee mechanism should be formed to promote efficient communication and in-depth cooperation among various innovation entities in order tojointly promote the innovation and development of Jilin Province.Fourth,enhance the collaborative innovation capability of government,industry and academia,complete the transformation of the three functions of government,industry and academia and form an innovation incentive mechanism to promote collaborative innovation of government,industry and academia on the purpose of accelerating the cultivation of regional innovation capability in Jilin Province.
