With the in-depth implementation of China's innovation driven development strategy,the comprehensive deepening of the reform of the science and technology system,the accelerated construction of the iconic measures of ecological civilization,the whole society's innovation and entrepreneurship activities are booming,and the ecological environment protection has undergone a global change from the realization of practice.The development of green innovation in China has achieved initial results.Due to the differences in the original industrial structure,innovative resources and different policy responses between regions,there are obvious differences in the green innovation capability in the region.In order to comprehensively evaluate green innovation capability in provinces of china,combined with the international authoritative green innovation evaluation index system and the connotation and basic characteristics of green innovation,establish a green innovation evaluation index system,and use the variable precision rough set theory to screen indicators.Finally,a green innovation capability evaluation index system including green innovation input and green innovation output two evaluation levels,and a green innovation environmental evaluation index system were constructed.Twenty-five indicators of green innovation capability are divided into six dimensions: human resources input,financial resources input,material resources input,pollution control input,scientific and technological achievement output,and pollution emission output.Twenty indicators of the green innovation environment are divided into six dimensions: economic development level,population expansion scale,policy support,fixed asset investment,natural resource endowment,and infrastructure construction.The entropy method is used to determine the index weights,and the scores of green innovation capability and green innovation environment are obtained.The evaluation of China's provincial green innovation capability and green innovation environment from 2010 to 2016 is carried out.On this basis,the partial least squares model is used to analyze the impact of various dimensions of green innovation environment on green innovation capability.The results of green innovation capability and green innovation environment show that there are significant regional differences between green innovation capability and green innovation environment.The overall scores of the eastern provinces are higher,followed by the western,central and northeastern provinces.The scores of various provinces have increased to different extents.The amplification is larger in the eastern provinces,followed by the central and western regions,and the amplification in the northeast is smaller.The increment speed is the fastest in the central provinces,followed by the eastern and western regions,and the increment speed in the northeast is slower.The analysis of the influencing factors of green innovation capability shows that economic development level,policy support,fixed asset investment,and infrastructure construction have significantly promoted the green innovation capability.The effect of population expansion scale and natural resource endowment on the promotion of green innovation capability is not significant.Based on the above analysis results,combined with the actual situation of China's green innovation development,it puts forward suggestions on increasing the intensity of innovation R&D investment,improving the conversion rate of innovation results,establishing environmental protection and governance awareness,narrowing the regional gap of green innovation capability,and improving the green innovation environment.
