| Under the background of globalization and informatization, regional innovation ability has become one of the key factors of the economic development. While we vigorously promote the construction of national innovationsystem, regional innovation activities is launching. The construction of an efficient regional innovation system and the improvement of regional innovation ability become inexhaustible power for economic development in various regions. And it also becomes the important part of the innovation-oriented country.Regional innovation system is not refers to the technical innovation ability, a efficient regional innovation system includes not only the innovation of science and technology, but also knowledge innovation, system innovation, culture innovation and so on. The coordination between enterprises, the government, University, research institutions and intermediary organizations is very important. At the same time, city culture, economic level and the ecological environment also play an important role in regional innovation system.This paper researches on regional innovation system based on industrial cluster perspective. The paper thinks, industrial cluster is a regional innovation system on small scale, the connection between the organization and its external communication sets up a greater network. Industrial cluster is a collection of the different enterprises in the same industry value chain. And its innovation ability is more powerful and more comprehensiv than enterprises.According to the industrial cluster theory, regional innovation theory and other related theories, this paper puts forword the theoretical research framework of regional innovation system from my own research perspective(i.e., industry cluster focus):Firstly, it resolves the theoretical framework for its concept:the industrial cluster as the core layer; the University, scientific research institution, intermediary organizations, financial institutions and government as the auxiliary layer; the hard environment and soft power in the city as supporting layer. Secondly, it analyses the operation mechanism in the regional innovation system at all levels. Thirdly, it consturcts an overall evaluation index system of regional innovation system by adopting a group of socioeconomic components with commonality and suitability comparable for the theoretical framework.The theory is the foundation of practice, at the same time, theory also needs to be tested of practice. Liaoning, as the important industrial base of our country, is to accelerate the pace of transformation of the mode of economic development and to improve the innovation ability by the way of technology and innovation."The economic and social development of Liaoning in the12th five-year plan" Proposes to speed up the development of industrial clusters, and the100key industry clusters in Liaoning Province is been designated in the file. Based on the above theoretical framework, sampling survey was carried out on100key industrial clusters in Liaoning Province, and the factor analysis method is used to analyse the regional innovation capability of14cities in Liaoning province. It Points out the advantages and disadvantages of each city on the base of the empirical analysis.Combined with the policy of Liaoning Province development planning, this paper classifies Liaoning to three regions:the Shenyang Economic Zone, the coastal economic belt of Liaoning, northwest area, and puts forward to improve the innovation ability of every area of focus:Focus on improving the innovation ability of Shenyang economic zone is to accelerate regional integration; Liaoning coastal economic zone needs to establish an effective government agencies to coordinate the conflicts of interests between each city; northwest region is relatively backward, the key to improve the regional innovation capacity is to increase government investment, improve the investment environment, and create a good innovative atmosphere. |
