China's Bonded Zones were formally established in the early 1990s.Currently, there have been 15 Bonded Zones, 8 Bonded Logistics Parks and 5 Bonded Port Areas throughout the country. After years of development, Bonded Zones have played an important role in connecting the markets at home and abroad, promoting international trade, attracting foreign investment, introducing advanced technology and leading the regional port industry. At present, the Asia-Pacific countries, particularly Japan, South Korea and other neighboring countries have strengthen their national free ports ,with a powerful Free Trade Area as leader, to stimulate regional and its economic hinterland's economic and trade development. Because the bonded functions of China's main coastal ports are still lagging behind, it has a directly impact on the national economy and the foreign trade growth and in a very disadvantageous position in the competition. The study of the development of China's Bonded Zones, the functional characteristics, and the pull effect of its development and construction to China's regional economic and social development, to find out the causes and solutions is of great significance to the regional effects of bonded policies.The paper divides into six parts as following. This paper begins with the basis and significance of the topics, describes the major contents and methods in the study, and then pointes out the ideas and innovation.In the second part, there are brief introduction and basic theory that are mentioned in the paper, through the summary of the experiences in the development of domestic and foreign Free Trade Zone, draw the reference on China's Bonded Zones functions transition and the sustained development. In the third part based on the analysis of the Bonded Zones status, the author discussed the functions and types and division basis of Bonded Zones, summed up the general law in the improvement and evolution of China's Bonded Zones, and provided transition directions for the Bonded Zones under new situation. In the fourth part, the macro spatial distribution and the microeconomic issues on the space layout characteristics of the Bonded Zones has been discussed. In this chapter, by the using of Regional Economics theory and economic geography Technology, the author also studied the development progress in the Bonded Zones location choice of which from 15 Bonded Zones in the eastern coast to 8 zone-port interaction experimental district and then to 5 Bonded Port Areas, in order to find out the path for regional transition and re-layout in the functional upgrading of the Bonded Zones. Secondly, this paper discussed the micro-space development model and process of resources exploitation and integration of Dalian Bonded Zone. In Part V, the method of grey correlation analysis and statistical analysis software such as DPS model are used to analysed the regional pull effect of Dalian Bonded Zone as a"growth pole"to Dalian City and the northeastern region. In the part VI the author summed up the emerging issues and its causes in the development progress of Bonded Zone, then on this basis analysis of the corresponding measures and restructuring proposals has been set out. Part VII is the results conclusion and briefly description of the paper.The main innovation is that by summing up the development process of China's Bonded Zones, Summarized evolution of functional upgrading as well as the macro-spatial distribution and the microeconomic issues on the space layout characteristics. On this basis take Dalian as an example to quantitative estimate the regional pull effect of Bonded Zone to the city ,so that to demonstrate the"growth pole"status of Bonded Zones in the China's economic development. The author hope to find out problems and reasons through the research on the development of the Bonded Zones, then set out the corresponding solutions, and striving for the continued development of the Bonded Zones and functional restructuring.
