Research On Functional Positioning And Management Mode Of Hefei Comprehensive Bonded Zone Under The Background Of Intellectual Property Trade

Intellectual property trade has quickly grown and gradually become one of the world's three major trades with the development of intellectual property and the change of international economic situation.In the new international trade situation,export-oriented bonded area how to use the location advantages to promote the development of intellectual property trade based on high-tech industry,which has become a new breakthrough for regional economic restructuring and industrial upgrading.This paper first studies the literature on intellectual property trade,the positioning and development of bonded area and the management of bonded area.On this basis,this paper carefully sorts out the development course,type characteristic and target pattern of the bonded area,which paves the way for the functional orientation and target mode selection of Hefei Bonded Area.This paper analyzes the geographical,location and surrounding environment advantages of Hefei Bonded Area from multiple perspectives,and using RCA index and principal component analysis explores the potential and ability of intellectual property trade development in Hefei Bonded Area.The data show that Hefei Bonded Area has strong strength in intellectual property capacity,and also has the potential to develop intellectual property trade.Through the above analysis,this paper clarifies the strategic positioning of Hefei Bonded Area,and carries on the planning to its function.Hefei bonded Area needs to focus on five major functions in future,the development of bonded logistics,bonded processing,goods trade,services trade and technology research.Combined with the previous summary of model for the bonded area,Hefei bonded Area should choose industry and trade combined of open economic development model,and government and enterprises separate of the government management model.At the same time,this paper combined with the shortcomings of the existing management model,put forward the local government management system innovation ideas from the views of administrative,legal and regulatory.Including a clear change in the role of government,vigorously develop and improve the social service system,draw up bonded area regulations and management practices,enhance the status and powers of customs authorities in the district,and reform of customs supervision methods and procedures.
