Spatial heterogeneity mainly refers to the uneven distribution in space, which can be reflected in many aspects, such as regional resource and environment endowment, and the development conditions, but the most striking is the economic difference. Facing the imbalance and the huge gap in regional development, and the serious ecological environmental cost dues to various unreasonable development activities regardless of local conditions in the development process of the large-scale and high-strength industrialization and urbanization, based on the characteristics of spatial differences, how to allocate the spatial pattern rationally for ecological environment protection and economic development activities, so that economic development and ecological environmental protection would tend to be balanced, and achieve regional balanced development, which is a major problem in front of us.This paper takes89counties of Guangxi as the basic unit, from the perspective of the main-functional zones, by drawing on Spatial Economics’ core-periphery theory model, and improving from the two regions two departments to two regions three departments and three regions three departments based on the regional heterogeneity, seeks to make a comprehensive utility equalization analytical framework for heterogeneous space, which includes economic, social and environmental. We study the spatial correlation of per capita income, relative carrying capacity of resource and environment and the comprehensive utility index utilizing the exploratory spatial data analysis (ESDA), and also analyze regional balanced development in Guangxi using the spatial econometric. The results indicate that there is positive spatial correlation between the counties’development of Guangxi; northwest is the focus of relatively low level development of county economy in Guangxi, and the income of urban and rural residents are quite different. There is a low concentration region in northwest and a high concentration region in southern of Guangxi for relative carrying capacity of resource and environment; relative carrying capacity of city areas are the best, agricultural production areas follow, and key ecological functional areas are the worst, of which two thirds are in critical and overloading state. Index of regional comprehensive utility are city areas> agricultural areas> key ecological functional areas, and absolute gap of urban and rural comprehensive utility is city areas> key ecological functional areas> agricultural production areas.Empirical analysis shows that:proportion of industrial output (K2), transportation network density (W), fiscal expenditure(CT), urban fixed asset investment (RT), crop acreage proportion(A) and urbanization rate (n) can promote the development of regional economy; In the convergence analysis, regression coefficient of urban fixed asset investment growth, regional fiscal expenditure growth and crop acreage proportion is positive, but only urban fixed asset investment growth through the significant test, coefficient of the regional comprehensive utility, the proportion of industrial output, the traffic conditions and the level of urbanization development is negative, but none through the significant test, so there is no apparent convergence trend in Guangxi counties; regional development level (v), transportation network density and urbanization rate are conducive to narrowing the urban-rural gap, but the second industrial added value accounted for the proportion of GDP, fiscal expenditure, urban fixed asset investment and crop acreage proportion will widen the gap, leading to imbalance between urban and rural development. In general, the construction of transportation infrastructure and urbanization is conducive to regional economic development and narrow the regional disparity and urban-rural gap.Finally, based on the empirical results, we put forward policy suggestions on the construction of main-functional zones and the achievement of regional balanced development in Guangxi.
