The Research Of The Core Competency Of The China's Construction Supervision Enterprises

Since it grown out of nothing and expanded from a small to a lager force in the past 20 years,the industry of construction supervision in China has played an important role in improving the quality,controlling the investment and ensuring the schedule and safe construction of the project,advanced the process of socialization,specialization and marketization of the whole construction industry,scoring remarkable achievement. However,the industry of construction supervision in China is not improved to a mature stage and the core competency of the construction supervision businesses is not strong at present,which impedes the further development of the construction supervision industry,so that its services tend to be similar,its economic benefits will decrease and its social state reduce seriously.Thus this thesis researches the foundation,assessment and calculation and the ways of cultivation and construction of the supervision industry in an all-round way.The main achievements as follow:1.the thesis innovatively specifies the basic conception,feathers and function of the core competency,the five crucial factors of the core competency consists of environment,resources,ability,knowledge and system,and the formation mechanism,the decisive model and the formulas of the core competency.2.the thesis innovatively specifies the assessment and calculation approaches to the core competency.On the basis of factors discrimination,the thesis indicates the evaluation system of the core competency of the construction supervision businesses and makes use of the vague comprehensive assessment to value the supervision industry.In this thesis,the author analyzes the typical state-owned and private-owned supervision businesses as examples.3.the thesis innovatively specifies the construction supervision businesses should cultivate their core competency in respects of environment,system,resouses,ability and konwledge,the cultivation should adhere to three stagetic concepts of system program,value creation and work flow and the mis-understanding in the core compentency cultivation.In the direction of creating the customer value,the supervision businesses should promote the transform to the all-dimensional project management by the means of rebuilding the work flow,enhancing the human resources management and the innovation of the businesses' culture and management technology,improving the modem enterprises'system and operation environment so as to heighten the efficiency of the enterprises and value creation and really raise the core compentency of the businesses.
