Along with the development of international communication technology and the reorganization of China’s telecom industry, the domestic telecom market structure changes. The strategy of full service operation brings the telecom operators transforming opportunities and challenges. The marketing post serial of telecom operator plays an important role in the process of competition, and its standard of core competency rises continuously. It leads to an increase of talent requirements and the public attentions of theory and technology on personnel assessment.At present, the domestic and foreign personnel assessment’s methods and tools emerge in endlessly, and they are used in corporate human resource management and played a role. However, the existing assessment technology is still has certain limitation, some kinds of capabilities cannot be effectively measured and evaluated. It affects the assessment result’s scientificity and applicability. The personnel’s core competency assessment technology, which setting for the marketing post serial of telecom operator, still needs to be developed and perfected.On the basis of the comprehensive analysis of the telecommunications industry characteristics and market posts characteristics, this paper develops the Core Competency Assessment of Telecom Operator Marketing Post Serial. It’s a kind of situational judgment test and it takes the marketing posts’competency as its assessing object. The assessment questionnaire compiling combines the situation simulation and projective methods in order to ensure the results scientific and effectiveness. To enforce the realistic significance, this paper chose 120 staffs from a certain provincial mobile telecom operator as the sample to participate in this assessment, and tries to find out the factors of change to staffs’core competency and the interrelationship between personal characteristics and core competency through the empirical study. The result offers the telecom operators some suggestion and inspiration on recruitment, selection, placement, development and management.The full text is divided into six chapters, respectively expounds the problems which this article focus on, the related literature summarizes, the theory structure of the Core Competency Assessment of Telecom Operator Marketing Post Serial and its measuring methods, the empirical research’s thought, results and a further discussion, the conclusions and recommendations.
