With the development of knowledge economy, the competition among enterprises is increasingly turning from competition of products to competition of persons. Along with it, the strategic position of human resource management in one organization is continuously rising. Whether an enterprise can persistently meet the requirement of customers and market is determined by the work output of its stuffs. And stuff's work performance is the result of the enterprise's management and cultivation of people. Therefore, the essence of an enterprise is to manage customers by managing stuffs. One enterprise must have its own core competency. It is the origin and basis for an enterprise to win the predominance in persistent competition. To realize the core competency for an enterprise, stuffs also need to have corresponding core competency. Core competency is the sum of observable knowledge, skills, trait and activities to create competency for the organization.The core of human resources management is to handle the dynamic relation between position and people. The position based HR management is the traditional way of HR management. It has established relatively complete method and process, including ways of information collection, tools of data processing, creation of position description, and so on. But because of the traditional way's over emphasizing of the work itself, it is hard to well integrate work analysis, people selection, performance auditing and group stimulation.
