Due to various historical reasons, the formation of the dual"urban-rural"economics and the scientific concept of development runs different ways to the theme of thinking, which has become the main factor of constraining the rapid development of China's national economy in the new century, and also become a major obstacle in the process of China's building a socialist harmonious society.The reform of"Strengthen a county and expand its power", originated in Zhejiang province, has greatly promoted the development of county economy in practice, which also greatly promoted the lower urban-rural development. This practice is nation widely followed by other provinces and cities. And"Strengthen a county and expand its power"has become a way for a number of provinces and cities to seek a breakthrough to achieve dual coordinated urban-rural economic development. However, this practice needs to be argued in theory and be raised in practice.In fact, either in the process of both the urban and rural integrated development home and abroad or in the development and evolution of the urban-rural relations after the founding of China, the development of relations between urban and rural areas is always correspondent to the changes in local government management authority. That is, there exists an endogenous demand to the local governments in the development process of the Urban-rural integration, of whose demand ,Of course, has its inherent conditions. There are certainly a prerequisite for the view of "Strengthen a county and expand its power"in the eyes of history and status at home and abroad: More-developed market economy, betties proved infrastructure , healthy and rapid economic development trend, the growing trend of democratization and a relatively sound positioning functions of the provincial cities and counties with regulatory mechanisms.The reform of"Strengthen a county and expand its power"will stimulate the development of county-level economic, social affairs and the positive initiative; prompt the county to make a long-term development plan; will make shorter the distance between the decision-making points and the information sources, reduce the management costs, improve the management efficiency; Will promote the rational flow of the various elements, promote the industrial optimization and upgrade the county; will promote the county to improve the internal infrastructure, form a rational system of urban settlements, which means that The reform of"Strengthen a county and expand its power"will, to much extent, to promote the county's economic development in theory and at the same time make the municipal government benefit. Only by comparing the county's economic development before and after the reform as well as the scope of the provincial urban & rural development and the improvement of the integration can it narrow the measurement. However, through conducting a questionnaire survey can we get some data, by which, the powers are expanded to promote the effect of the evaluation of the integrated development of urban and rural areas.The practice of"Strengthen a county and expand its power itself"is"to feel the stones across the river."It is thereby inevitable to make questions. In every province there are some common problems in the practice which are: The implementation of some of policy is much more difficult; some of the policies are Lack of feasibility; the practice is lack of supervision and restraint; and is lack of support and co-ordination from the municipal governments, of whose resolutions of these issues, need to deepen the reform and awareness of the importance. It is necessary to improve the relevance and feasibility of the decision-making; necessary to improve the supervision mechanism; necessary to improve the corresponding set of reforms; necessary to improve the relationship of the interests between cities and counties.In order to verify the effect of the integration of urban and rural areas, this paper carries out the empirical analysis to this practice in Henan province. |
