Study On Urban-rural Integrated Development Countermesures Of Rizhao City, Shandong Province

Through the reform and opening for thirty years, the economy of our country has acquired sustainable high-speed growth,the living standard of the people has been improved continuously, the overall national strength has been further strengthened and the construction of affluent society has entered the stage of full-scale operation. At the same time, our country is under the key stage of economic and social transformation, the difference between the cities and the countryside has been enlarged successively and the social contradictions are quite prominent, so that how to moderate and gradually reduce the gap between the rich and the poor in cities and countryside is not only an economic issue but also a social problem. Unified planning of urban and rural development is also the first of "five unified planning" proposed on the 3rd Plenary Session of the 16th Central Committee of the Communist Party. The 3rd Plenary Session of the 17th Central Committee of the Communist Party pointed out:our country has substantially entered the stage of promoting agricultural development through the industry and leading the countryside development by the urban development, has been at the critical moment of expediting the reform of traditional agriculture and taking the path of Chinese characterized agricultural modernization and has gotten into the important period of putting forth effort to abolish urban and rural dualistic structure and form a new pattern of urban and rural economic and social development integration.Both Marxism theories and western neoclassicism or development economics have deeply probed into the essential and critical contents on the issue of unified planning of urban and rural development. The unified planning of urban and rural development is to change the dualistic thought mode of "urban industry and rural agriculture", closely combine the urban and rural development and make unified coordination to comprehensively realize the goal of the affluent society and to solve the uneven development between the cities and the countryside. The existence of the dual economic structure is a basic reason for the formation and continuous enlargement of urban and rural gap in our country. In order to get done with the unified planning of urban and rural development, we must deeply analyze the reasons for the formation of the dual economic structure in our country. The essay takes Rizhao City, Shandong Province, for instance, studies the present developmental status of national economic in Rizhao City, and points out that the urban and rural uneven development exists in Rizhao City.
