Humanity has always depended on the services provided by the biosphere and its ecosystem. The human species, while buffered against environmental immediacies by culture and technology, is ultimately fully dependent on the flow of ecosystem services. So to achieve harmony between man and nature, the ecological compensation as a method to coordinate the relations between humanity and nature, has attracted more and more attentions from academia and government."Human and land relations"is a paradigm, conceived by Chinese geographers, to describe the relations between humanity and nature. From that vision, we should focus on that field of ecological compensation.The"region"is a specific research view for regional economics and geography to observe and explain the world, and that make them different from other subject. Through this specific perspective, the relations between regions are an important part of"human-land relations". So this paper initially proposes the concept of regional eco-compensation, focusing on the role of region in eco-compensation, and making it a useful tool to coordinate the relations between regions.The"major function oriented zoning(MFOZ)"is a significant practical innovation for geography in China, and make it a grand strategy for the central government. The initial understanding about regional eco-compensation in this paper is initiated by the MFOZ. However, we only take note of the contradictions in the restricted zone, focusing on its development right and opportunity at first, be sure that it is necessary to establish a compensational mechanism to harmonize the relations between different kinds of MOFZ. But, the practical issues of regional eco-compensation are not only about the MOFZ, but also be itself there and is a matter between man and the nature, involving various types of relations between regions and regional issues of complex systems. Anyway, the regional eco-compensation is a meaningful research domain for the regional economics and geography.This dissertation is aimed to shed light on the concept and framework of regional eco-compensation, and explore its basic theory and practical issues through the region perspective of geography and economics. The full text of this dissertation can be divided into three parts with the exception of the preamble and conclusion.The chapter one is the first part. In this part, the paper systematically compiles the practical eco-compensation issues, furthermore, we take note that, there are some handicaps for it to resolve the contradictions between regions, on the other side, the contradictions between regions are very much barriers for achieving sustainable development in China. So there are urgent demands for the regional eco-compensation,The second part contains the following three chapters, is aimed to explore the basic theory of regional eco-compensation. This part is organized in a logical sequence, from the role of region in eco-compensation, the conflict between two kinds of regions to the regional externality, the regional externality is the essential problem. There is regional property and regional profits, which are all objective, to an administration-economic region, these make a region like persons or companies in the eco-compensation. We can understand a region's profit, and we can observe its corresponding activities to obtain the most profits. The theoretical framework of regional externality is a combination of"externality paradigm"in economics and regional perspective in geography. It's an economic description about the external effect of a region.The third part contains from chapter 5 to chapter 7, is about the practical issues of regional eco-compensation. In this part, this paper mainly discuss on how to conceive a compensational mechanism for MFOZ. Obviously, it's an appropriate way to handle the regional externality issues, but, the regional eco-compensation can't deal with all the obstacles in MFOZ. So to conceive a compensational mechanism containing several kinds of policy tools and market tools is a general advice proposed by this paper.To generalize the basic theory and scientific understandings of regional eco-compensation, this dissertation adopts different methods in economics, ecology and geography, and its theoretical and practical significance is very clear.
