With the informatization, globalization, and regionalization, the development of regional economy is faced the new challenge and opportunity. In the background of new times, regional competence of innovation is becoming a critical factor for regional economy to win the international competition and an important symbol of competitive edge. To establish regional innovation system can improve regional economy rapidly. To research and understand the regional innovation system theory can help us to direct the regional innovation of technology. At present,the Foshan ,Nanhai and Shunde are united. Therefore, the research of Foshan regional innovation system has operation significance.1. The regional innovation is realized through the system of regional innovation. The paper introduces meaning, subjects, basic characteristics and main function of the regional innovation system.2. Constructing the regional innovation system is a fundermental route by which the regional economy is developed.
