| To build a harmonious society in contemporary China is the major theoretical and practical issue. From the level and whole proceeding of the social system, the building of a harmonious society is a systems engineering. The economic and social harmony system in a multi-ethnic area is the subsystem of a harmonious society for the whole country. In addition to the common characteristics, attributes, and level with the large-scale system, the subsystem has its own characteristics at the same time. If in building a national harmonious society system, we only emphasize the common while ignore the "special", obviously, this large-scale system is still not the ideal harmonious system. The academics have conducted extensive researches on how to build a harmonious society from different perspectives, such as political science, sociology, economics, law etc.. But there are few researches on this issue from economics perspective. This dissertation takes building a harmonious society as research goal, theoretical and applied economics as theoretical guidence, applies the methods of interpretation and induction, static analysis, dynamic analysis and statistical analysis, and other research methods This dissertation analyzes current situation on economic and social developnent and environmental protection and finds out such problems as regional economic gap, tender ecological environment and social instability in multinational regions. Based on the dialectical relationship of interactive influence among subsystems of the whole system and the analysis above, this dissertation sets up a multi-level evaluation indicator system composed of three first-level indicators, 14 second-level indicators and 52 third-level indicators. Finally, this dissertation gives comprehensive analysis on the harmony of economic and social development and resources and environmental protection in multinational regions and put forward some measures on how to build a harmonious society in the multinational regions.
