Study On National Regions' Anti-poverty Performance Evaluation In The Process Of Building A Harmonious Society

Support poverty and development is very significance for national regions which is constructing the harmonious society. As a follow-on project, anti-poverty performance evaluation in national regions is an indispensable contents of anti-poverty action. This will not only for the government to provide basis for poverty alleviation planning.also provide the specific to reference。At present, the performance evaluation of anti-poverty still exist many shortcomings, such as no unified caliber, the pertinence of harmonious society enough,, process of anti-poverty performance in national regions involved etc. How to evaluate the process of harmonious society in national regions, this paper tries to solve the problem.This study discussed the significance based the construction of the indicator system, by using quantitative analysis the poor performance which is constructing the harmonious society.There are five parts.The first part introduces the research background, the research significance, the research methods, research ideas and some important concepts.The second part, analyzed the anti-poverty ethnic areas in the important meaning of constructing harmonious society in national regions, pointed out the existence of poverty for the construction of harmonious society and put forward the negative influence of ethnic areas to fight poverty is the inevitable requirement of constructing the harmonious society.The third part, the present national poverty counties were summarized, included poverty status, poverty alleviation fund input and policy investment situation, anti-poverty achievements, made comparatively exhaustive discussion to national regions which is constructing the harmonious society.The fourth part, reviewed relative scholars on the basis of research achievements of harmonious society, and evaluated the ethnic areas'fight poverty performance which is constructing the harmonious society. Combined with actual, the paper selectde 18 representative indicators which is included slow poverty goal, economic development, social development and ecological development.And built a anti-poverty performance evaluation index system for national regions. On this basis,20 minorities'anti-poverty achievement in sichuan province are measured from 20005 to 2009. Through the fourth part's research, the fifth part pointed out the problems existing in the anti-poverty performance,:Combined with ethnic areas to fight poverty in five years about how to improve the achievement of anti-poverty performance, this part put forward the suggestion of ethnic areas to fight poverty.This paper adopted the qualitative analysis and quantitative analysis method.Systematically studied the national regions'anti-poverty performance which is constructing the harmonious society and especially used entropy fuzzy comprehensive evaluation model.In the process of construct the index system.this paper try to consider all the characteristics in national regions. Through empirical analysis, this paper reflected the national regions'achivement. The current condition of anti-poverty performance was illustrated through the data and the model was verified maneuverability.The results concluded was convinced and supported the paper's view.
