Research On Cooperative Governance Mechanism And It's Support Platform In Government Investment Project

Government Investment Project (GIP) is an important means of the government investment benefit achievement and the improvement of national society and economy development environment. However, large proportions of GIP are"out of control"problem, characterized by vanity projects, power-seek-rent, project owner's irregular behavior, "three excesses" in investment and so on in recent years. Based on these problems, The paper takes analyzing the deep reasons of GIP's"out of control"problem as the breakthrough point to bring forward mode of GIP Cooperative Governance(GIPCG), which of related contents are systematically researched, and these main contents are as follows:(1) The relational structure and interaction relationships of stakeholders are analyzed in traditional GIP management mode, by using Stakeholder Theory, Principal-agent Theory and Project Governance Theory. The conclusion is draw that the deep reasons of Gap's"out of control"problem are the governance structure irrationality, governance mechanism faultiness and asymmetrical information among stakeholders. According to those reasons, it is brought forward GIPCG mode that the connotations are cooperative governance object, cooperative governance structure, cooperative governance mechanism and cooperative governance Supporting Platform.(2) Using Stakeholder Theory, GIP stakeholders are defined and identify, and interest goal differences of GIP stakeholders are analyzed. The conclusion is draw that there are contradictions and conflicts among each stockholder's interest goals in GIP. And each stakeholder has different concerns without forming the common idea of the interests centering on the interests of projects. The GIPCG structure model is built by means that the information service unit and Integrated Information Platform (IIP) are embedded in stakeholders system, which provides the theoretical guidance for reconstructing and optimizing traditional GIP governance structure.(3) Based on model interaction relationships of stakeholders and using Principal-agent Theory and Game Theory, it is built that principal-agent model between public and government investor, principal-agent model between government investor and information service unit, and game model between government investor and construction management unit, by which quantificationally analyzes their interaction relationships. And it is brought forward the measures of building GIPCG mechanism including the mechanism of social supervision, the mechanism of government monitoring and controlling and the mechanism of cooperative work, which provide the theoretical basis and the method guidance for improving the traditional GIP governance mechanism. (4) Using design method of modern information system, it is designed that mode of general architecture, function structure and network architecture of IIP. IIP is including in the four subsystems that are the Collaboration Work Information Platform, the Real-time Monitoring and Controlling Information Platform, the Project Information Publishing Platform, and the System Maintenance. They together compose of the supporting platform of GIPCG, which provides the method guidance for solving the asymmetrical information.(5) The rationality and validity of GIPCG theory and IIP method are validated by analyzing the governance supporting platform, governance structure and governance mechanism of Ship Lock Project. It is brought forward that the Ship Lock Project governance structure in JiangSu Province is reconstructed and optimized by introducing the information service unit, and the Ship Lock Project governance supporting platform in JiangSu Province is built by integrating and optimizing the existing management software system and network platform of Ship Lock Project in JiangSu Province, which impel the governance mode of Ship Lock Project in JiangSu Province to change to the cooperative governance mode.
