Research On Resources Support Of Economic Development

It has been an eternal topic in economics study researching on resources support of economic development, which is also one of the significant practical subjects on current economic development in China and the world.Based on the methodologies of mathematical analysis, case analysis, comparative analysis, the thesis is to achieve the theoretical innovations hereinafter from concrete to abstract and from abstract to concrete, combining history with logic, and drawing on related thoughts from the current major theories, borrowing ideas from the research productions of industrial economics and gaming theory: to go beyond the existing economic theories which have had the abstract presumption on scarcity, and to research theoretically on the scale of the resource scarcity; to break through the frame of researching the resource support according to the specific resource, which is ubiquitous in researching resource issues in economic development, and to deepen the comprehension on the essence of resource support subject from the perspective of system development; to bring up an analytical framework of " scarcity—resource substitute -- resource strategy " under three co-ordinates of time domain, space domain and development speed rate, which provides a new theoretical analysis paradigm for researching specific resource support issues; to explore the generating and developing rule of resource support in economic development, and bring forward that resource substitute and resource strategy are the two predominating ways in solving resource support issues, and to conduct an innovative research on the regularity of resource substitute and resource strategy. The major conclusions of the thesis as follows,Resource supporting represents two states of resource sustaining and resource constraint. The core of resource support issues in economic development is economic development mode, namely, economy growth mode. Its rootstock is that economic development is inevitably facing the inherent structural contradiction of resource set under the three coordinates of time, space and speed rate.Being confronted with resource constraint in economic development will result in some uncertain risks which including exhaustion risk and discontinuous exhaustion risk, derivation risk, passing of risk and superposing of risk etc.. We can evaluate the resource scarcity and its risk from the four information indices of reserve volume, price, dependency and its capacity, industry chain and supply chain.Resource substituting is the basic way to resolve the inherent contradictions of resource set, which is naturally a gaming activity based on market. Under the function of resource substitute mechanism, resource set decompression effect, resource continuation and diversification effect, resource utilization high efficiency effect are generated through basic substitute, supplying substitute, demanding substitute, space substitute and their different kinds of combination. The resource substituting shows itself the rule of periodical and phasic, which has all sorts of uncertain risks.The resource strategy is the other kind of way to resolve the resource support issues, which is naturally a gaming rule of conduct through which the economic entity upgrades its resource supporting capacity. The national resource strategies are the systematic institution arrangements on resource gaming worked out by state, which including the establishment of strategic objective, the enactment of strategy hierarchy and the arrangement of strategy measures etc., which have had a significance contribution on the organization structure and gaming mode of global resource market and have established a " game broken gaming" model.In general, the resource supporting capacity of current economic development in China tends to be strengthened. However, the risks being faced by resource support are increasing accordingly as well. The supporting of the five broad categories and eight kinds of strategic resources such as fresh water, soil, petroleum, electric power, funds, iron ore, aluminium ore and their arrangements will remain in the state of weakness-balanced in a long-term and are facing different types and varying degrees of risks. Therefore, it is urgent in China to push resource support strategy transformation all round, reconstruct the new mechanisms which are in favor of boosting the good mutual reacting between economic development and resource support, which including the mechanisms of reconstruction of the resource substitute, the forecasting and pre-warning of the resource support, the prevention and controlling of the resource risks, and the mutual reacting of the resource strategy.
