Mineral resources is the foundation of human survival and it is also the important material security of the social and economic sustainable development. With the coming of the highly industrialized and informational society, there is a rising trend of demand in energy,resource and consumption, in addition, mining technology and utilization with other aspects also improve constantly. However the attendant contradiction between society and nature more and more highlight.In recent years, with exploitation and utilization of the mineral resources at home and abroad are soaring , a large amount of mineral resources are over exploited and wasted , the economic sustainable development and the public interest are neglected in the process of management decision-making, they blindly pursue development quickly ,they forget"excessive"benefit and descendants ,all the behavior of the decision-making are the opposite of the harmony principle. From this perspective, to coordinate the interests and achieve balances, the paper based on sustainable development theory, general equilibrium model and Principles of Management, with the related methods of quantitative economics , preliminary established the resources model of CGE, use RAS method to smooth relevant data, calibration method smooth set various parameters, finally rate calculated by the Nash equilibrium GAMS software, and compare with the datum year data and operate for resources management decision problems discussed.The main study content contents are as follows:1.heoretical foundation of this paper. The idea of harmony and general equilibrium model throughout the paper as directive guideline, on the one hand, the interests of all parties including resources environment party are inquired coordinated and sustainable development, on the other hand, tools are provided from method for quantitative analysis of the influence of the interests of all parties to balance and realize policy multi-stakeholder maximization.2. Based on 2002 input-output table in Sichuan province, established small range of resources SAM, the data in the table has differences to the data within the scope of a country, based on the local data, manifests the model of data source particularity and pertinence.3. Construct the CGE equation of all modules, the production module functions to nested form reflect, and join resources environment module which the establishment corresponding equation to reflect natural resource endowment.4. Model parameters calibration. The reasonable parameters calibration which relates directly to the correctness of the model for the practicability and model itself is the key step in solving CGE model,directly related to the correctness of the model for the practicability and model itself. This paper adopts benchmark datasets determined calibration method of parameters, rate of related literature and with reference to the part of exogenous parameters and given the value of the variable, got a relatively consistent data sets.5. Simulation model and policy. Parameters will be determined and inspection, rate based on the actual situation of producing area set the two policy options to observe the changes of variables, and then analyzes the influence of various interest body theory, the social economy to panzhihua with harmonious development of resources and environment provides a quantitative analysis tools, Finally the conclusion has satisfied research purposes.
