At present, the international division of labor has developed from inter-industry Specialization to intra-industry Specialization, and to intra-product Specialization. Modularity design makes it feasible to carry out division of labor during the working procedure because it doesn't regard the product as a complete entity. Therefore, modular division of labor during the working procedure is growing to be production regulation commonly applied by various enterprises, leading to the establishment of international network of modularity division of labor. Module suppliers in developing countries gather in groups and embed themselves into the global value chain leaded by multinational corporations in developed countries in the form of modularity enterprise clusters, forming a new network of international division of labor. Based on Marx's theory of division of labor, the author analyzes the evolution and development of division of labor with references to statements expounded by western economics scholars. It figures that the current new international division of labor shows itself in three levels: the modular enterprises in micro-level, the modularity enterprise cluster in meso-level, the global value chains in macro-level. The author analyzes the modularity cluster network of division of labor in both developed and developing countries from the previous three aspects. Taking China's manufacturing industry as an example, it researches into the clustering distribution of China's manufacturing industry and the formation of industrial clusters embedded by foreign funds, especially the upgrade of the electronic information modularity enterprise clusters in the Yangtze River Delta, the Pearl River Delta during interaction with transnational corporations. It also discusses the influence of modularity enterprise clusters on Chinese economics from the previous three levels. What's more, the article does researches on the successful experience of high-tech modularity enterprise clusters in Hsinchu Taiwan in perspective of comparative analysis and case study analysis. It also points out the shortcomings of modularity enterprise clusters in the three fields of Chinese textile and garment, automobile and electronic information through horizontal comparison with foreign industries. Last but not the least, the paper puts forward countermeasures to development from three levels: the national government level, the industry level and the enterprise level.
