Study On Industrial Cluster Mechanism Of Small Cities And Towns Development In Xi'an Metropolitan Area

The development of Chinese small towns is a live topic concerned by the government officials and the academic communities of our country. With the accelerated development of small towns, they have become a very important link to the cities and countries. Being affected by the central cities and other hinterland of rural areas nearby, the small towns in big metropolitan regions develop with its own character. Actually, the progress of small towns'development is that a country or a region's industry agglomeration pushing with industrialization and marketization.To speed up the developing progress, small towns should go about industry agglomeration acceleration, optimize the industry allocation, and strengthen the small towns'agglomeration function and effect. Based on industry agglomeration, the topic about the development of the small towns in Xian metropolitan region is of great practical significance.Knowing the intension and developing regulation of small towns sufficiently, we settle and comment on the history, current situation, problems, and the practical experiences both domestic and abroad, then analyze the relationship between small towns'development and industry agglomeration, take Caotang town as an sample, discuss the developing policy, and make some suggestions for the small towns'development in Xian metropolitan region.The contents of the thesis are as follows:The first chapter serves as the introduction. Firstly, it mainly introduces the realistic and theoretical background, and the study purpose and significance. Then summarize and evaluate the domestic and international related research progress completely and objectively, define the emphasis of study. Finally, explain the investigative way of thinking, method, innovation point and frame of this article.The second chapter gives us the definition of the small cities and towns first. After analyzing and discussing the small towns'intention, economic characters, status, functions, and the domestic and international small towns'developing experiences and trend, the author shows his own understanding of the"small towns"in the thesis. Mainly presents the theory of industry agglomeration. analyzes the actuality of industry agglomeration study.Then he defines the Xi'an metropolitan, discusses the concept, main characteristics and region scope of it.Analyzes the mechanism of small towns'development and industry agglomeration. On the basis of the agglomeration economy, region economy, and urbanization, the author discusses the development of small cities in metropolitan.The third chapter starts from the industry agglomeration effects to small towns, and then compares them in each city according to their current developing situation. Sets down each index of the industry agglomeration, analyzes its level by using of several methods. Build up a model of a developing small town affected by industry agglomeration. Make clear the small towns'developing level in each city. In the end, analyze their developing space integration.Review and analyze the industry agglomeration of small towns in current situation. Show us the status in different regions. Study at the pushing factors of agglomeration, find out their characters. Then point out the industry agglomeration problems in policy, system, culture, resources, which we have to face.The forth chapter is focus on the industry agglomeration and the effects on the small towns'development in Xian metropolitan.Chapter 5 is the study of Xian metropolitan industry agglomeration and small towns'interactive development.The development of the industry agglomeration promotes concentration and flowing of the population in Xian metropolitan, improves the challenging ability, enlarges metropolitan region, changes the land construction, and stimulates the system reforming. At that moment, the small towns'rapid development perfects the basic facilities continuously. The industry technologic service system and the better system environment offer some conditions to the further agglomeration of the industry.The sixth chapter takes CaoTang town in Hu County as an example, analyzes it with SWOT, and compares it with other towns outside Xian, and then fix a developing policy of CaoTang town.Chapter 7 puts forward the suggestions and plans in the development of small towns in Xian metropolitan region, based on the pushing factors of industry agglomeration. These suggestions and plans involving policies innovation, overall planning, culture education, obstacle removing etc.Chapter 8 is the conclusion of this article.The main contribution of this article is that to take perspective of industry agglomeration and builds up the study frame for small towns'development. Study the relationship between industry agglomeration and small towns, and put forward some suggestions and plans in the small towns'development in Xian metropolitan.
