Accompanied by social and economic development, public transit priority becomes a strategic choice for solving the urban transport problems under urbanization and motorization background. For the healthily and smoothly development of urban public transit industry, the pattern of urban public transit is one of the key points to increase traffic supplies effectively. From the institutional analysis point, the object of this dissertation is to provide a relatively novel annotation of institutional economics for the development of urban public transit industry in China for the decades. The institutional analysis can deeply clarify many deep-seated problems, such as the inherent system structure of public transit industry, the operation mechanism, the motivation of change and the relationship between the change and economic performance, which can provide a reasonable direction of urban public transit industry for us to choose the pathway for further reform.Firstly, the relative theory has been summarized. The main work includes the interpreting of the main content of theory about institution and institutional change, and the summarizing of various theory achievement and viewpoint of new Institutional Economics developed in China. Especially, evolution game theory in economic is an effective direction for the analysis of the evolution of the economic system. In view of this dissertation research content, the theory hypotheses have been put forward. By studying three kinds of foreign public transit industrial policy's theoretical basis including nationalization, deregulation and competitive bidding, it is sure that those experiences would provide constructive information for institutional change of China's urban public transit industry.Secondly, the characteristics of China's urban public transit industry have been analyzed. Characteristics of the public nature, the external nature, and the natural monopolistic nature about urban public transit industry have indicated that urban public transit industry's operation objective has two sides attribute: public welfare and profitability. This is also the main reason leading to the mingled hope and fear situation of urban public transit industry reform.Next, the pathway of institutional change of China's urban public transit industry over decades has been studied. Institutional change of urban public transit industry has undergone the public monopoly, reform of the right of operation , urban public transit marketability, urban public transit system return, which shows a characteristic of gradual, lag, and conflicting as well as imbalanced development. By the segmentation- restructuring modeling, the choice of the pathway of institutional change of urban public transit industry in China has analyzed. And by constructing evolutionary game analytical framework, the path-dependence characteristic of institutional change of urban public transit industry has been proofed.Fourthly, the evolutionary game model of institutional change of urban public transit industry has been built. The process of urban public transit industry's institutional change in China is the result of gambling mutually among various special interest groups. By creating the evolutionary game model of urban public transit industry's institutional change, the reasonably abstract of economic and social phenomena has been made in the process of urban public transit industry's progressive institutional change. Especially the game theory thought has been applied to interpret the pathway of institutional change of urban public transit industry in China. Meanwhile, our public transit reform's development prospects have been demonstratedFinally, the theoretical interpretation on public transit industry's institutional innovation has been done, which includes reconstruction of the value of basic point of public transit industry's institutional change: the balance of fairness and efficiency, determination of the model of public transit property ownership: mixed property mode, suggestion of change of the pathway of public transit industry's institutional change: two-way interactive change and redefining government importance and the field of function domain.
