The Northeast old industrial base is a region in our nation which started early and develops fast. Throughout more than a century of industrialization, Northeast China has become an important production base of heavy industry and agricultural and sideline products. It has made significant historical contributions to the establishment of independent , complete national economic system and promotion of industrialization and urbanization process. However, under planned economy system, the northeast industrialization walked a traditional industrialization way which is"early maturing deformity"and"resource relying", it went against the general rule of economic development. A series of problems caused by this phenomenon directly limit the development of the Northeast old industrial base. It also severely impacts the process of our nation's development towards the world economic giantIn the new global and domestic situation, based on the summary of our nation's process and experience of industrialization on the sixteenth national congress, the central communist party came up with the strategy which was the"new type industrialization road". This strategic adjustment is done by many years'practice aiming at our nation's actual situation. In the year 2003,in order to further promote Northeast development, our nation formally published the <> again. Under support from the national fund and related policy, the economic development in Northeast region has received some achievement, but the recession of the Northeast old industrial base has not been removed radically. Therefore, in order to solve problems of the old industrial base, staying on the analysis of present surface situation is not enough. Deeply investigating the historical root of the causes is what should be done. Only this can people deeply know the causes of disease and the difficulties of change, and come up with nichetargeting practical solution to achieve the purpose of revitalization.Reindustrialization is a kind of political suggestion came up with western learners, especially the US and British learners aiming at national industrialization. Against the"New Type of Industrialization Road"and the"Revitalization of Northeast Old Base", the concept of"reindustrialization"which applied to the Northeast region's development has important meanings to the direction and policy making of the Northeast old base . The concept of"Reindustrialization"was came up with the general principle of industrial growth and the actual character of Northeast economy. The process of"Reindustrialization"a process which accomplish economic redevelopment in Northeast which reaches high industrialization level, but still faces desperation. This process is for reaching a higher industrialization suitable for the era based on the important adjustment of former thinking and direction of development as well as the economic scale.Though the study of the formation and the regional character in the Northeast heavy industrial base, this article deeply investigated many problems due to historical root in the old industrial base. The author came up with four main targets aiming at the"reindustrialization"which are structure optimization , market mechanism and system improvement, industrial system improvement and structure upgrading , way of increase transformation and sustainable development. Simultaneously, this article came up with four accesses in order to achieve the target which include developing processing industry which sets the core as food processing industry, developing non-public economy, developing hi-tech industry and IT industry and developing recycling industry.
