| The Thesis analyzes the influencing factors from both the demand and supply views systematically on the basis of summarizing existing theories and studies. Then we test empirically their effects with data from China, we also estimate the relationship between producer services and other economic variables and growth rate and employment absorbing efficiency. Finally, on the basis of experience summarizing from overseas we give some suggestions on how to make China's Producer Services develop fast and healthily.Some findings, as part of results for researching in this period, are listed below:(1)In this period, China's Producer Services have a huge potential demand but lack of effective demand. Affected by institutional factors, the direct causes of insufficient effective demand for Producer Services are lack of outsourcing, service capacity and weak capacity to meet demand, market competition disorderly and high transaction costs. The effective demand that is constrained is only specific representation, the real constrains behind are the model of economic development, the system, the market mechanism and the policy.(2)Market supply, directly or indirectly affect the development of Producer Services by leading demand. There are lots of main factors that restricting the supply of China's Producer Services, such as institutional barriers that characterized by China's access control and deep intervention, the conflict in the formation of policy objectives, failure of policy instruments, the weak innovation capability and infrastructure and the unfavorable business environment.(3)There are four factors that have a positive impact on the development of Producer Services, the four factors are GDP per capita, the proportion of tertiary industry GDP, the trade dependence and R&D funding. The influence coefficient of the proportion of GDP, government expenditure is negative. It shows that the government investment has a crowding-out effect on private investment from the investment of Producer Services, this is not conductive to the development of Producer Services. Meanwhile, the greatest impact on Producer Services is the model of economic development; the second is the level of economic development. The market mechanism has a larger negative effect on Producer Services and innovation factors have little effect on Producer Services. In addition, the degree of open economy has a positive impact on it, but the correlation coefficient is so small that could almost ignore. This shows that the development of China's Producer Services is mainly introverted, import and export have a small impact on it.(4)In this paper, we study the mechanism of Producer Services on economic growth by the panel data model; we also study the spillover effect of Producer Services by Feder model. The results show that Producer Services play a positive role in China's economic growth, but its effect is not significant, it is not closely combined with the secondary industry. But it could promote China's economic development by technological progress and innovation, deepening division of labor, industry cluster, increasing productivity, improving the investment environment and the interaction between industry and other services. In addition, Producer Services have a strong positive externality on economic growth and other industries; this shows the importance and urgency that we develop China's Producer Services from another view.(5)This paper estimates the growth of China's Producer Services and the capacity of employment absorption by the econometric model.(6)Based on the stage of economic development and national conditions in China, and combined with global trends in future, we study some experiences on promoting the standardization of Producer Services from Europe and the United States, these experiences are about deregulation and competition, improving the market management and strengthening the legal system. The development conditions in Korea and Japan is almost the same as in China, their experiences is starting by using business service R&D to promote the overall development of producer services, which is instructive to China's current industrial development. In specific promotion strategies, from the national side, market-oriented reform models, national policies and planning guidance mode should be integrated dynamically, from the local side, we should refer the patterns of Europe and America and give full play to the market; the government can play a more creative role by institutional innovation.(7)Based on the constrains of China's Producer Services, this paper study the strategic thinking which could promoting the development of China's Producer Services. It promotes that we should establish an open, fair, impartial and standardized access system for Producer Services, we should also actively introduce and strengthen the market competition in order to improve the inner dynamics of China's Producer Services, promote outside of production services and accelerate human resource development and personnel training, it also promote the innovation of Producer Services, strengthen the regional coordination and promote the accumulation of Producer Services development, in addition, it could undertake the international transfer, encourage China's Producer Services taking part in the international competition, increase efforts to support Producer Services and build the policy which meeting the economic requirements.The thesis includes 7 parts, and the concrete structure is as follows:Charter 1, the theory of the development of producer services and the relative articles review. This charter reviews the existing researches and articles of producer services in and out the broad, mainly including the relative researches of the development of producer services, the factors affecting producer services, the relation between the economics development and producer services and etc. So that the latest research can be clarified and this articles creative points and emphasis can also be clarified.Charter 2, the analysis of influencing factors of producer services from the angel of demand aspect. And the analysis including the effective demand of producer services, the direct influencing factors of the effective demand of producer services and the deeper and underlying influencing factors of the effective demand of producer services. The result shows that, at the present stage, the potential demand of producer services in our country is great but the effective demand of it is inadequate. The outsourcing of services is inadequate owning to the institutional factors, the providers'service ability and ability to meet the demand is week, the disorderly competition of the market and high transaction costs are the direct factors of the insuffient of producer services. The restriction of the demand is only superficial phenomenon, and the underlying factors are the mode of economic development, institutions, marketing system and policy.Charter 3, the analysis of influencing factors of producer services from the angel of supply aspect. The analysis mainly including the social and economic conditions of producer services from the perspective of supply, the development features of the supply market of our country's producer's vices and the influencing factors of the development of producer services from the perspective of supply and etc. Focus on exploration of the mainly factors influencing the development of producer services in our country. Including the factors of institution, policy, creativity and environment, and the research shows that, the market supply effects the development of producer services directly and indirectly through leading the demand. In our country, the institutional obstacles featured by access control and in-depth intervention, the conflict caused by policy goals, the ineffectiveness of policy, weak creativity, weak infrastructure and poor business environment are all factors which restrict the supply market of producer services in our country.Charter 4, empirical test of the influencing factors of producer services. This charter mainly analyzes the theatrical result about the effective factors which were narrative in charter 2 and charter 3 from the empirical aspect. Firstly, this charter introduces and analyses the used data, vectors and indexes, and constructs the measurement model for empirical study, and does empirical test to influencing factors. And the result shows that, the per GDP, tertiary GDP/total GDP, the trade dependency and the fees of R&D all have positive effect to producer services. On the contrary, the factor of government purchase/GDP has negative effect to producer services, and this shows that in aspect of invest of producer services, the official investment has crowding-out effect towards private investment, and this is not beneficial to the development of producer services. Among them, the factor of economic mode has greatest effect to the development of producer and second is the factor of the level of economic development, while the market system has great negative effect towards the development of producer services. Besides, the factor of creativity has certain effect to the development of productive, but the effect degree is low and the degree of open economy has positive effect to it but at a small degree which can be ignored. This shows that the development of producer services is mainly inward, and the input and output has low effect to it.Charter 5, the empirical analysis of the coalition between the producer services and social and economic development. And the article mainly has two goals: firstly, using the panel data to teat the effect of producer services to the economic development; secondly, using the multiple regression models to test the spillover effect of producer services to research the externalities of producer services. Based on this, the article firstly analyses the mechanism of producer services for economic development, introduces the panel data model, and then does empirical analysis on the spillover effect of producer services toward economic growth. The result shows that, producer services have positive promoting effect toward economic growth, but the effect is not large at the present stage and the combination with the secondary industry id not closely. But this can be improved by technological progress and innovation, deepening division of labor, the industry cluster, improving productivity, improving the regional investment environment and the interactive with the industry and other services industry. Besides, producer services have strong positive externalities toward the economic development and other industries, and this illustrates the importance and urgency to promote the producer services of our country from another perspective.Charter 6, the calculation of the growth rate of our country's producer services and the employment absorbing capability. This chapter calculates quantitatively the growth rate of China's Producer Services and the employment absorbing capability and evaluates objectively the development of China's Producer Services. The results show that the growth of Producer Services is rapid and the internal structure tends to improve. Based on the 17th party congress report, GDP per capita in 2020 is more than doubling GDP per capita in 2010, so we calculate that the added value of Producer Services in 2010 is 812.804 million Yuan and the value in 2020 is 1652.066 million Yuan, the growth rates are 15.2% and 7.3% in 2008-2010 and 2010-2020. Producer Services will show the trend of convexity. China's Producer Services will continue the rapid development before 2011, and reach a peak, since then the growth will slow down gradually, but still higher than the growth rate of the whole service industry. Producer Services in the traditional service industries such as transport, storage, post and telecommunications, have smaller employment elasticity, the service industries which have a characteristic of modern such as financial and insurance services have larger employment elasticity. This shows that the service industries which have a characteristic of modern have a larger capacity of employment absorption; giving priority to develop these industries is the best choice to solve and promote the employment.Charter 7, foreign experience and the development path of China's Producer Services and policy research. Firstly, the article analyses the development characteristic and tendency of producer services in the global world and fist national and regional producer services development experience and foreign experience in the development of producer services enlightenment. Based on this, in view of the constraints of our country's producer services development, we study the strategic thinking to promote our country's producer services development and propose an open, fair, impartial, standardized access system for the producer services; actively introduce and strengthen market competition; enhance the inner driving force for our country's producer services. Promote the externalization of our country's producer services; accelerate human resource development and personnel training. facilitate producer services in technology and management innovation; strengthen the regional coordination and vigorously promote the accumulation of producer services development; actively undertake the transfer of international services, encourage domestic producer service enterprise to participate in the global competition; increase efforts to support producer services and construct the policy support and supervision management system that fit the need of market economy.Of course, the conclusion is subject to further test both from theory and practice.
