The Study Of Organization Structure Reengineering Of Chinese Tobacco Industrial Based On Entropy And Dissipative Structure Theory

At present, Tobacco industry is a national pillar industry in China, which contains agriculture, industryand business. Tobacco industry has made great contributions for the tax revenue. But, with the developmentenvironment constantly changing, tobacco industry in our country must improve the structure oforganization to turn passive to active in the international market competition, and will promote industrysustainable development. Based on the theoretical and fragment analysis, the paper probes into China’stobacco industry organization structure reconstruction. The main content and the conclusions are asfollows:(1)Examine China’s tobacco industry organization by SCP theory. The paper analysis the tobaccoindustry in market structure, market behavior and market performance. We find the problems of the tobaccoindustry developing. First, part of the tobacco monopoly law need added sound, and heavy plan, lightmarket has become an increasingly important issue. High consumption tax may bring that enterprise taxburden, enterprise distribution pattern is not reasonable, and local protectionism prevailed. Second, theequity highly centralizes, and management right relatively scatters. Subsidiary competes fierce, andinterests are complex. Thirdly, market mechanism play difficultly, and tobacco enterprise to market reactiondegree is not enough. Finally, some factors influence tobacco science and technology development, such aslow of technical content, poor of R&D investment, and Lack of high quality talents.(2)Using entropy theory and dissipative structure theory to analyses the organization structure oftobacco industry. Firstly, we analysis entropy influencing factors of the tobacco industry organizationstructure, and establish index evaluation system of the tobacco industry organization. According to thetobacco industry organization structure empirical analysis and industry the current problems, we dividedthe structure of industry organization entropy factors into management ability, organization operationability, organization strain capacity, and organization innovation ability, which contains29evaluation index.Through the index calculation and judgment, we find tobacco industry organization is a dissipativestructure, and find out the entropy and negative entropy which influencing the state of tobacco industryorganization. Secondly, explore the factors which can cause tobacco organization fluctuate. Internal factorsinclude new effective fluctuation industry system, new effective organization level and functional structure, new effective leadership, new effective technology, etc. The external factors include new effective policyfluctuation, new effective market. Finally, we establish dissipative structure model of the tobacco industryorganization.(3)Based on the tobacco industry organization structure reconstruction, we rebuild the tobaccoindustry organization structure. Firstly, the tobacco industry organization structure reengineering processincludes three stages which are defrost, recreation, and freezing. Through the thawing process findorganizational change power, overcome organizational change resistance, and explicit organizationalchanging goals and direction, those prepare for the rebuilding process. According to the production process, main responsibility is divided intotobacco farmers, tobacco industry and commerce, and local tobacco companies, what’s more, differentresponsibility have different target task. Finally, take the corresponding measures to solve the problems ofthe tobacco industry organization. Improve the relevant law, formulate unified tobacco related laws andregulations, and pay attention to legal linking. Play market mechanism, dynamic adjust according to theeconomic benefits, focus on innovation and perfect enterprise management mechanism. Tobacco industryshould promote brand integration and strengthen market supervision. Develop green tobacco bystrengthening the green tobacco consciousness, speed up the green talent training, paying attention to thegreen technology popularization.
