Since 1980s, some global industries have had quick developments. The development of service industry, especially the producer services has been the main impetus of the economic development in many metropolises. And their development not only optimize the distribution of the city industry, but also improve the city function. The main studying object in this paper is the producer services. We analyze the development power of the producer services by scale economic and value chain theory and analyze their effect to the economic development in shanghai. We put forward some advice and policy on developing the producer services in shanghai at the end.There are six parts in this paper. In the first chapter, we introduce some basic information about main question, research object and research method. Chapter 2 is the summarization regarding the theories of the producer services. We also classify the producer services and their characteristics in this chapter. In the chapter3 we analyze the development power of the producer. We mainly analyze the transformation of internalization to externalization by value chain theory. In the chapter4 we introduce the development background and effect facts of producer services in shanghai. In the Chapter 5 we put forward some advice and policy on developing the producer services in shanghai. The last is the conclusion and suggesting part, summarizes the full text.
