Since the second half of the 20th century, there are great changes taken place in the world. The development of high-tech enterprises obviously promotes worldwide economic growth, and also has significant impact on the production mode, life style and consuming sturcture of mankind. Almost all the countries in the world put emphasis on high technology unanimously when they set down development strategies, and also almost all the countries that possess certain conditions enhance their international competition and comprehensive national strength by means of promoting the development of high technology, high-tech enterprises and high-tech industries. China also makes more and more input and set up a series of policies to improve the development of high–tech enterprises and industries.The previous researchers have analysed and studied aspects of high-tech enterprises development, including influencing factors, enterprise life cycle, risk, development mode, operation mechanism, circumstance influence, policy measure etc. However, there aren't the researches about development policy effect and its measure. Most of the researches just make empirical conclusion and comparison but do not go deep into the essence of problems. They are short of the backup of economic theory, especially have no quantitative measurement and can't be taken as the guidance of policy making and implementation. Therefore, based on the knowledge of development route and discipline of high-tech enterprises, we should refer to the policy experience of high-tech enterprises development in advanced countries, and compare it with our own to find the distance and difference. Within the framework of our policy framework, the paper evaluates the policy effects of high-tech enterprises development through measuring the function of influencing factors of high-tech enterprises. Therefore, around the core of high-tech enterprises development and effect evaluation, the paper uses the theoretical knowledge and tools, such as institutional economics, information economics, game theory, econometrics and system science, and combines the statistical investigation, empirically analyses the policy effect of advancing high-tech enterprises development in Shanghai, including technology platform, intellectual property and patent, the introduction, cultivation and communication of technological intellects, technological input and project building up, high-tech enterprises financing, venture capital and SMEs Entrepreneurship Foundation, the construction of high-tech industry zones and enterprise incubators, and finds the key policy factors influencing enterprise development. Moreover, it uses game theory to study the policy threshold of high-tech enterprise identification and supply useful reference for the government to improve the allocation efficiency of public resources. At last it uses extended Cobb-Douglas Production Function to get the new production function that includes various production elements such as capital, labor, technology and policy, and their contribution to total output of high-tech enterprises. Concretely, the article includes main research contents and conclusions as follows:The first chapter narrates the background, meaning and methodology of the research, and has a general coverage of development trend of high-tech enterprises.The second chapter reviews the literature of high-tech enterprise development and relative policies, and especially set forth the general principle, policy and policy evaluation system of high-tech enterprises development.The third chapter constructs the theoretical base of the article, especially on general principle, policy mechanism and policy framework of high-tech enterprises development. There is no other way to provide a theoretical basis for stuying and laying down high-tech enterprises development policies and avoid the policies deviating from development principle but for catching the development principle and evolution route of high-tech enterprises. Meanwhile, only recognize the policy mechanism of high-tech enterprises, can we clarify the relationship between market and government and provide a theoretical basis for policy support.Developed countries'experience of high-tech enterprises development, such as USA, Europe and Japan, can provide some reference for China. In forth chapter, the experience from Developed countries is summarized systematically. No matter which mode it is, American, European or Japanese, the core problem is to build its innovation environment, improve its innovation ability and solve the financing problem enterprises facing.In chapter five, the high-tech enterprises development policies of China and especially Shanghai are systematically concluded, including the identification, financing, tax, intellectuals, technical assistance and external environment. It also compares Chinese policies with other countries'. The result indicates that Chinese technology policy system has already been completed, and there is no significant difference between them in the content of these policies.In the sixth chapter, the game between government and high-tech enterprises in the identification process will be analyzed. The identification is the primary process in policy making and execution, and it is also the problem that must be faced how to optimize the resource allocation mechanism given the limited public resources. Thus, it is really meaningful from the view of the game that recognizing the principal-agent problem in the identification process, eliminating the asymmetric information problem, and optimizing public resource allocation. Government must set up suitable identification threshold in the quality and quantity to optimize the resources allocation.The following chapter investigates the situation that high-tech enterprises in Shanghai understand and enjoy development policies, and their opinions on the suitability and necessity to the policies. The investigation shows that the degree that high-tech enterprises acknowledge and enjoy development policies is in accordance with their opinions on the suitability and necessity. The more enterprises know policies, the more of they enjoy the policies, and the more of them think the policies suitable and necessary. Those polices which directly connect with enterprises'own economic interest attract more attention and be wildely popular. Other macro and indirect policies concerning to the soft environment building hasn't be very popular for these enterprises.In chapter eight, the indicators of policy, technology, labor force and capital are tested and measured in order to identify their impacts on high-tech enterprises'output by constructing an enlarged Cob-Douglas function. Policy shows similiarly significant impact on output as technology do and the relative importance of traditional factors such as capital and labor force decreases. Tax exemption and reduction, financing supporting and new key product plan play an important role in enlarging enterprises'interest.In the last chapter, main conclusions and prospects are summarized.The major innovative points of the dissertation are as follows:(1) It analyzes the general principle of high-tech enterprises development; summarizes and concludes environment and institution requirements for high-tech enterprises development based on the experience from different countries.(2) It analyzes how to optimize the public resource allocation in the high-tech enterprise identification process by establishing a model to simulate the game between enterprises and government. Then, it also provides general rules and suggestions for the government to identify whether an enterprise is a high-tech one.(3) Based on Cobb-Douglas Production Fuction, it adds to several policy and technology variables to set up an econometrical model to appraise the effect of high-tech enterprise development policies, systematically studies key factors which play important roles in high-tech enterprise development, especially the impact of different policy content; proposes some new methods and specified suggestions to improve policy system.
