The Impact Of High-tech Industry Development Policy On Enterprise In Zhejiang

Along with the accelerated pace of economic globalization and the accelerating global industrial restructuring, the development of high-tech industries becomes more and more important. The growth of high-tech enterprises attracts more and more attention. The National Conference on Science and Technology held in2006, set up the strategic goal and the historic mission of building an innovation-oriented country. The conference will make the high-tech enterprises becomes the focus of attention in all sectors of society. From the perspective of public administration we can study local government how to create a better environment for the growth of high-tech enterprises. And how to develop more targeted public policies and measures for the growth of high-tech enterprises, These have a certain theoretical and practical significance.The main content of this study is the relationship between the growing environments of high-tech enterprises and public policy of local government.Firstly, this paper over views theory about high-tech enterprises and public policy, Secondly, the paper designs the whole study, brings up the study concept, and designs the interview and questionnaire, and explains the statistical analysis method. Then the paper carries out the empirical study of the data, through factor analysis, variance analysis, correlation analysis and regression analysis to make conclusions.The conclusions of this study include:Firstly, the factors of the growth environments of high-tech enterprises:Legal&Policy environment, financing environment, social service environment, technology environment, and system&social cultural environment.Secondly, the factors of the local government policy:Finance&tax Policy, information services, intermediary nurturing, government own reforms, encourage innovation and financing.Last, finance&tax policy, information services, and government own reforms etcs make significantly positive effect for the growth of high-tech enterprises. The conclusions of this study will make local government to optimum the growth environment of high-tech enterprises and institute more effective pubic policies.
