The Development Of Urban-rural Integration In Xi-Xian Metropolitan Area

As the background of urban-rural integration accelerated development, it is the inevitable requirement to break urban-rural dual-economic structure and to reduce urban-rural gap. According to common urban-rural development experience in the world, with Chinese situation, social development reality and the inference of "two trend", only upholding the urban-rural integration development oriented, building new urban-rural relationship oriented, adhering to industry re-feeding agriculture oriented and urban support rural areas oriented can speed up new socialist countryside construction, promote urban and rural development and to eliminate problem of urban-rural dual economic structure. It is a practical significance topic of urban-rural integration development in Xi-Xian metropolitan area. In the view of urban-rural dual structure change and urban and rural economic-social development coordination, by exploring the process, spatial characteristics, dynamic mechanism, development measurement, development approach and system and policy of urban-rural integration in Xi-Xian metropolitan area, the paper will provide a scientific basis for decision making and theoretical support for rural socio-economic development and rural-urban spatial integration. The main contents and conclusions are as follows.Firstly, the reference on the theories related to the urban-rural interaction development was systematically summarized. This paper analyzed the concepts of urban-rural interaction, urban-rural interaction, Xi-Xian metropolitan area and so on, discussed the research progress and tendency in urban-rural integration at home and abroad.Secondly, the theory of urban-rural interaction was analyzed. Non-equilibrium theories of urban-rural integration, development approach of urban-rural interaction, development model of urban-rural interaction and urban-rural interaction development were introduced to widen the urban-rural regional research project. Through classical morphology, goal orientation, mechanism, measure method, development stage, realization way and so on, we made a theoretical analysis on urban-rural integration development.Thirdly, the foundation, developing mechanism, development measurement and realization way of urban-rural integration were discussed. Tthe basic conditions in Xi-Xian metropolitan area, including resources and environment factors, socio-economic development status and spatial structure were analyzed, and the objective and subjective conditions of urban-rural interaction, the mechanisms for urban-rural interaction and driving factors of urban-rural integration were discussed. Through building the index system and model, the paper gave an overall evaluation on the urban-rural integration progress and the periodic evaluations on each district and county in Xi-Xian metropolitan area. Development approaches of urban-rural integration in Xi-Xian metropolitan area were discussed, such as the main pattern of urban-rural integration and new rural construction.Finally, the paper put forward the institutional innovations and recommended policies, including completing planning management, promoting industrial development, strengthening urban-rural infrastructure construction, impelling equalization of urban and rural basic public services, innovating urban and rural social management mechanism, integrating system mechanism of all urban and rural development, implementing rural construction land capitalization, pushing the household registration system reform of farmer-citizen conversion and promoting the "Changing Villages" process.Innovation of the paper is to analyze a theory framework in regional urban-rural integration development problems, to construct an index system of urban-rural integration development, to propose realization ways of urban-rural integration construction based on Xi-Xian metropolitan area and systematic policy recommendations. It is of theoretical importance and practical value for other places to understand urban-rural integration process, scientifically grasp the urban-rural integration development trend, and effectively formulate the policies and measures for urban-rural coordinated development.
