The 19th National Congress of the Communist Party of China put forward the strategy of rural revitalization and clearly pointed out that it is necessary to "establish and improve the institutional mechanism and policy system for the integration of urban and rural development".After that,the Central Document No.1 has comprehensively laid out its layout,emphasizing the need to reshape urban-rural relations and integrate the road to development.At present,the most prominent problem in China is the imbalance between urban and rural development.In particular,the hollowing out,aging,and declining phenomenon in rural areas is relatively serious.It is far from the urban planning,economic development,infrastructure,and ecological greening.The overall development process of the economy and society.Therefore,at this stage,it is of great theoretical and practical significance to propose reasonable countermeasures and suggestions through research and analysis,and to explore the road of urban and rural integration development under the perspective of rural revitalization.Based on the report of the 19th National Congress and based on the concept of urban-rural integration and rural revitalization,this paper takes Linzhou City as the research object,explores the improvement of urban-rural integration development level,and realizes the countermeasures for rural revitalization.First of all,the system summarizes the research on urban and rural development research at home and abroad,and introduces the connotation and concept of rural revitalization strategy and urban-rural integration development.On the basis of the connotation and constituent elements of urban and rural integration,according to the research of scholars at home and abroad,follow the principle of index design,select four criteria indicators of space,economy,society and ecological environment,and build an evaluation index system for urban and rural integration development under the perspective of rural revitalization.And standardize the stage of urban and rural integration development.Secondly,based on the status current situation of urban and rural development in Linzhou City,based on the evaluation index system,the level of urban-rural integration and its development stage in Linzhou City from 2013 to 2017 are obtained by using the analytic hierarchy process and the linear weighting method.After that,through the measurement and analysis of the urban and rural integration development level of Linzhou under the perspective of rural revitalization,it is concluded that there is a spatially unplanned planning and layout in Linzhou’s urban-rural integration development,the overall economic development structure is not coordinated,and the social integration and interoperability system.The problem of unsound and ecologically livable environment construction is not optimized.Finally,according to the above descriptive analysis and empirical analysis of Linzhou City,the countermeasures and suggestions for promoting the integration of urban and rural areas in Linzhou under the perspective of rural revitalization are put forward,that is,guided by the rural revitalization strategy,leading the urban and rural planning system;Resource elements are configured to grasp the gap between urban and rural development;to improve the level of public services on the premise of infrastructure construction;to build an ecologically livable environment with green development as the core of urban and rural areas,hoping to promote urban-rural integration for Linzhou and similar areas to provide a certain theoretical basis and reference value in the process of rural revitalization.
