Study On Evaluation And Countermeasures Of Urban Agricultural Development

Along with rapid development of economy and continuously extended infrastructure in the process of urbanization, agriculture and rural areas have changed which resulting in the loss of agricultural factors, the decline of agriculture and urban environmental problems. In recent years, urban agricultural functions of the production, life, ecology, recreation were combined as a whole, so that people see the hope to solve this problem. Since the urban agricultural practice in the mid-1990, urban agriculture, under the reasonable direction, support of the government, progress of science and technology and pushed by the various urban demands, has acquired large achievement and given obvious support to the development of the regional economy in its shift from suburb agriculture to urban agricultur. Especially the eleventh five-year programming of national economy and society development in Taiyuan pointed out," developing of urban modern agriculture", the urban agriculture has come to a new era of all-round development in Taiyuan. Nevertheless, with the rapid development of the regional economy, the urban agriculture has encountered a series of problems such as rapid shrink of the agriculture resourees, high pressure on eco-environment of agriculture, lowering of the status of agricultural economy, lack of initiative in the management of agricultural produetion in Taiyuan.Therefore, through studying on urban agriculture, this dissertation aims to promote agricultural development and overcome the diseases coexisting in the metropolis, solving the ecological deterioration. It can realize the harmonious development for"population-resource-environment"by togethering the development of agriculture with improved ecological conditions.The study is carried out as follows:Firstly, the author discriminates several correlative concepts of urban agriculture, summarizes the relevant theories on the development of urban agriculture, which establishes the theoretical basis for the following discussion on the development of urban agriculture.Secondly, with systematical reviews and analysis of the power source of urban agricultural development and practical experience in foreign countries, the author excavates deeply the dynamic factors of urban agriculture development in China, then, bringing forward the model of the dynamic mechanism of urban agricultural development. The paper deeply analyzed the various dynamic factors related to on the level of agricultural development in Taiyuan, which laid a theoretical foundation for further evaluating the level of urban agriculture development.Thirdly, this paper investigates the development status of urban agriculture by comparing analysis and comprehensive evaluation system; it establishes a universal index system of urban agriculture according to the connotation of the index system and the constructing principles of urban agriculture. And it assesses urban agricultural development level by using the method of factor analysis in east, middle and west region of China. The results show that the high level of urban agricultural development is in the eastern region, while the central and western region is lower. In particular, it is higher levels in Beijing, Shanghai and Guangzhou. As a representative of central cities, Taiyuan has lagged far behind in Beijing, Shanghai, Guangzhou and other cities and lies in the downstream level of the middle area.Fourthly, the paper evaluates the status of resource allocation of economic, social and ecological functions on urban agriculture in Taiyuan by using data envelopment analysis model, estimating optimum input and output levels of urban agriculture production, comparing them to actual levels, calculating the deviation of direction and departure degree. The results show that the economic functions and the social functions have a high attention; however, ecological function is lack of material and policy input. Although the ratio has risen on scale efficiency keeped and scale efficiency increased. However, excessive input and irrational structure might still exist.Finally, based on above theoretical analysis and empirical research, this paper puts forward to some measurements for agricultural development from the policy level, the operational level to study urban agriculture development for different regions, different cities, which provides a scientific basis for further studying urban agriculture.
