Safe agro-food certification was one of the most effective measures to ensure the quality and safety of agro-food, it made a great contribution to assure food safety for public consumers, and having a big influence on developing agriculture industry and protecting environment. On the basis of developing the theory of standardized production of safe agro-food, this paper analyzed the essential and effects of standardized production with systematic theory, meanwhile evaluating the system in both microcosmic and macroscopical operating mechanisms, and proposing some good ideas and strategic choices. This paper noted that it was a crucial means to transform the agricultural production from a traditional way to a modern one with the development of the standardized production of safe agro-food, and the standard also provided theoretic references for promoting the process of the standardized production.In the research about theory analysis, this paper brought forward an idea of standardized production of safe agro-food, which was about its some managing principles and its actualizing effect, and it also released the basic theories of Ecological Economics, Sustainable Development, Industry Ecology and Environmental Externality which could promote the development of standardized system. With those, constructed an ecological model of standardized production and stated the articles property of safe agro-food.In the research about system cognition, starting with the forming and development of standardized production system of safe agro-food, it was analyzed that the system had become the most influential mode in agriculture by now. Likewise, it was studied that the system's standard or criterion, organizer and system which were very indispensable factors. In these factors, this paper mainly analyzed the management and standard about producing area, producing process and agricultural investment, as well as some subjects, such as corporations, service organization, agriculture economic organizations, farms and individuals, and how they were composed and got along in the future, and also analyzed the production's system and of its construction. The standardized production of safe agro-food resulted in expanding production size, further increasing the influence of brand, and getting to a higher level of agro-food quality & safety. With lots of cases, the paper studied the leading role of standardized production of safe agro-food which was forming a representative industrial mode, maintained agro-food producing area and sustainable development, and realized the transformation from traditional agriculture to modern one.In the research about system evaluation, with the level of micro-operation system, those were estimated that included standard system, production organizer working and market, and with the level of macro-operation, those were valued by SWOT principle, that involved in four aspects of advantage, disadvantage, opportunities and restriction. While in the system operation, some questions were found, like producing area and standard were both incomplete, the producing operation rules were not put in practice actually, there was a huge difference between the production organizer work and the standard requirements, the price dominance of safe agro-food did not exist, there was not a perfect system of market admission and producing area export. All those had restricted the project sustainable development. In the system development, the standardized production of safe agro-food had itself superiority, but some deficiency, meanwhile opportunities and challenges both existed.In the research about strategy, the paper proposed a countermeasure for standardized production of safe agro-food system operating by optimizing standard system, cultivating production organizer and making system's construction perfect, which used SO strategy,complementary strategy based on WO strategy and ST strategy to push the standardized production to realize a transition from traditional agriculture to modern agriculture. The system was advanced by making a series of measures, which, for instance, set scientifically rules of producing area quality and products standard, optimized operating regulations, promoted the organizers to use feasible production mode and encouraged them to manage with modern idea, let them take responsibilities, strengthened service supervision, built some correlative system of producing area production export and market access. This paper also explored that how to build a good system that could protect environment and strengthen the infrastructure with the help of government-control, market-driving, science-technique. Those were analyzed that built safe brand of agro-food, actualized standardized production and got into a period of modern agriculture to meet the basic need of agricultural development.
