On Science And Technology Innovation In Chinese Agriculture Institutes: Capacity, Efficiency And Mode

At this age when the globalization of knowledge economy is emphasized, innovation has become the source and impetus of national economy, as well as the soul of national progress. Furthermore, agricultural technological (agro-tech) innovation is the driving force for agricultural development.For decades of years, many Chinese theorists have been engaged in the research in agro-tech innovation. Most of the present researches mainly focus on technology supplier--reforms in agro-scientific institutes, and intermediary organization-reforms in technology extension and investment. But systematic and comprehensive researches are a bit few. So it's necessary to clarify some confused statements and arguments, especially those of essential problems. As far as the ability, efficiency, mechanism and mode of agro-tech innovation are concerned, there's much to be discussed from a systematic perspective. How about the innovation ability of agro-tech innovation? How about the innovation efficiency of agro-tech innovation? And which factors have an impact on agro-tech innovation? How to set up a new mode of agro-tech in the new period? All the above questions together need further investigation and probing because they are key problems in the transition from traditional agriculture to modern agriculture.Agro-tech innovation is a complicated and dynamic system. As far as the ability, efficiency, mechanism and mode of agro-tech innovation are concerned, there's much to be discussed from a systematic perspective. Based on the scientific definitions of technology and technological innovation, this paper explores the nature and trend of technological innovation in the light of innovation theory. By means of empirical analysis, this paper also discusses the close relationship between new theories and agricultural development, then probes the sources of innovation:capacity, efficiency, mechanism and mode in agro-tech innovation system. This study, in particular, analyzes the mode of Chinese agro-tech innovation with regard to Chinese economy and characteristics of agricultural development on the basis of ability, efficiency, mechanism, mode and other factors in agro-tech innovation system. Some measures are put forward to help draw up new policies and theories for the Chinese new innovation system. This thesis is made up of eight chaptersThe first chapter contextualizes the research topic and presents a literature review. After that, it explains the research method, aim of the present study, main content and conclusion.The second chapter introduces the distinction of some definitions, which provides theoretical basis and logic in the study. Then, it gives a comprehensive discussion of the terms. That part serves as a basis for research and analysis.The core of the thesis is from the third chapter to the seventh chapter, which deals with ability, efficiency, mechanism and mode in Chinese agro-tech innovation. The third chapter studies the ability of agro-tech innovation according to the related statistic almanacs as well as data from National Ministry of Science and Technology. To begin with the national system of agricultural research, it gives an all-round analysis of the organization, staff, fund, achievements and so on.The fourth chapter involves factor analysis of technology innovation in agro-scientific institutes. On the basis of further discussion on the necessity of agro-tech innovation, existing problems are probed into. Another task in this part is to have a qualitative factor analysis of technological innovation. Using measuring mode, the empirical analysis of factors is practiced to put forward the suggestion about how to promote technological innovation in agro-scientific institutes.The fifth chapter studies the efficiency of agro-tech innovation on the basis of DEA (Data Envelopment Analysis). First, areview of R&D and its mode is made. Then, with the help of software DEAP Vision 2.1, the empirical study explores the input-output efficiency of agro-scientific institutes. After that adjustment scheme and related suggestion are offered.The sixth chapter studies the mode of agro-tech innovation. It, firstly, explains the meaning of the agro-tech innovation mode, the foreign mode and the basic Chinese mode, then offers a new mode.The seventh chapter puts forward some suggestion as to the speed-up of agro-tech innovation in China. As far as the problems in ability, efficiency, mechanism and mode are concerned, this part gives suggestions to those involved in the agro-tech innovation, and as a result, the problem of agriculture, farmers and countryside could be solved in the construction of new socialist countryside.The new viewpoints in this thesis are as follows:1.set up an appraisal system of agro-tech innovation in Chinese agricultural institutes and organizations 2. analyze influential factors in agro-tech innovation by using C-D function 3. appraise and analyze innovation efficiency of agricultural institutes and organizations 4. form a mode of technological innovation and a frame of transition of agro-tech fruits.
