As a basic industry of national economy and relatively weak industries, the Party and government has been attached great importance to the development of China's agriculture. From 2004 to 2009, the CPC Central Committee issued "No.1 central document" for 6 years, which has played a decisive role to accelerate the development of agriculture and rural economy and increase farmer's income. Among them, " No.1 central document of 2007"put forward some views to develop modern agriculture positively, and solid construction of new socialist countryside, which emphasizing that we should use the material conditions to equip modern agriculture, use modern science and technological to transformate agriculture, use modern industry system to boost modern agriculture business forms as to promote agriculture,and use the development of philosophy to led modern agriculture, with the training of new farmers to develop agriculture, and increase agricultural irrigation, mechanization and informatization levels, and improve land, resource utilization and agricultural labor productivity, improve quality of agriculture efficiency and competitiveness. The six "No.1 central document" clear that the ultimate goal of the development of modern agriculture is to enhance agricultural competitiveness.Regional characteristics of agriculture is very obvious, so we must consider regional factors on the research of agricultural competitiveness. Consider the current competition situation of domestic and international market, a competitive advantage or potential competitive advantage in agricultural products was on the best in the ecological suitability, produced the best foundation for regional production.In 2009, Hubei Province agricultural output isl91.59 billion RMB, which can be called real agriculture "province". However, Hubei Province mainly rely on the primary, the quantity of the extensive development of occupation of the market, and in the quality of agricultural products, deep processing, such as the lack of brand differentiation in intensive growth, not agriculture "province". The Development of Hubei Province Agriculture both have the common characteristics as China Agriculture, and have their own advantages and disadvantages. If Hubei wants to build a comprehensive well-off society and new socialist country, we must vigorously develop modern agriculture, greatly enhance the ability of domestic agriculture competition and international competitiveness.Therefore, making the quantitative description of the Hubei province agricultural competitive position,strengths and weaknesses in the whole country, to understand the actual level of development of agriculture in Hubei Province and the competitiveness situation of agriculture, to enhance agricultural competitiveness in Hubei province which has important theoretical and practical significance.This paper is divided into seven chapters, which including Introduction:The first chapter is the introductory part of the paper, which introduces the research background and significance, review of domestic and foreign agricultural competitiveness, research content and articles framework, research ideas and research methods and research innovation.The second chapter introduce the regional competitiveness of agriculture and the reference of theory. Competitiveness of the agricultural research related to regional economics, management, ecology, agriculture, science and other disciplines, the paper introduces the close relationship with the regional agricultural competitiveness, the deeper origins theory of comparative advantage, resource endowments theory location theory, four theories of competitive advantage theory.The third chapter is the connotation of regional competitiveness of agriculture and composition. On the based of Describing the concept of agriculture, regional competitiveness and regional competitiveness of agricultural connotation, which have analysed the composition of regional competitiveness of agriculture and the internal part of the link in the different aspects.The forth chapter has introduced the impact of the regional agricultural competitiveness and the deciding factor. Fundamentally speaking, we hold that he competitiveness of agricultural region depends on innovation of agricultural technology, agricultural production structure and the quality of workers, but also by the various regional natural resources, ecological environment, infrastructure and equipment, agricultural development of the market and agricultural policies and management and other factors. These factors some are irreversible, but most factors are controllable, which for us to improve the competitiveness of agricultural areas provide a theoretical support. Chapter five which is positioning and evaluation of agricultural competitiveness in Hubei Province. This chapter used principal component analysis, DEA/GRA, entropy method and the need for research methods, which is constructed agriculture evaluation index system of regional competition from different viewpoints, to use the 31 provinces (autonomous regions and municipalities) statistics of 2008. It empirical study China's 31 regional competitiveness of agriculture, using a combination of evaluation based on fuzzy Borda method of agricultural regions of 31 provinces in competitiveness ranking and classification, in order to understand the competitiveness of China's agricultural region and the future development of broad development prospects.Chapter six has analyzed temporal characteristics of agricultural competitiveness of Hubei province. Using the evaluation index system established in Chapter VI, it has analyzed and evaluate agricultural competitiveness of Hubei Province during 1998-2008 in 17 cities, and sorted and classified, analyzed the competitiveness of Hubei Province, and analyzed temporal characteristics of agriculture, as to deepen the competitiveness of agriculture in Hubei Province.Chapter seven has promoted policy recommendations on how to improve agricultural competitiveness of Hubei province. This is the conclusion section, mainly based on the analysis of Hubei agriculture competitive status compared with the whole country and as well as spatial and temporal characteristics of Hubei. Through finding the advantages and disadvantages of Hubei Province Agricultural Competitiveness, combined with Hubei situation in the province, is given a series of policy recommendation about how to improve the agriculture competitiveness of Hubei province.
