A Study On The Development Of Recycling Agriculture In Hubei Province

Recycling economy is a kind of brand-new idea of economic development, developing recycling agricultue is to apply the basic principle of recycling economy to the agricultural system, find the basic way, the way of realization and technical measure to implement the strategy of agriculture's sustainable development.Since the reform and opening-up, the agricultural development of Hubei province has obtained remarkable achievement. But the agricultural production still focuses on the way of backwardness, extensiveness and resources-consumption. At the same time, the agricultural resources of Hubei province are insufficient and extravagant seriously, which restricts the agricultural sustainable development. In the face of the problems which restrict the agricultural sustainable development of Hubei province, reform and promotion of agricultural development becomes inevitable. In 2006, the "Number One" document proposes explicitly the request of developing the recycling agriculture to construct the new socialistic country. The recycling agriculture emphasizes the clean production and multistage-circulation use of wastes. It saves the resources and reduces the pollution through an echelon and closed circle of matter and energy circulation which can make the agriculture ecosystem and economy-system transform to the positive-direction cycle and provide a new thought way of promoting the agriculture sustainable development of Hubei province. This study aims to analyze and research the development of recycling agriculture in Hubei province.Firstly, the theory of recycling agriculture has been approached in this paper. Based on the analysis of the theory of recycling economy,the meaning, character, the theoretical model of realization and technical support system of the recycling economy of agriculture has been discussed. Besides this paper also conscientiously analyzes the existing advantages and the main factors which restrict the development of recycling agriculture in Hubei province.In addition this paper still sets up the evaluation index system of recycling agriculture development in order to quantitative analyze the present development situation and main obstacles of recycling agriculture in Hubei province. This paper collects the key data from 2000 to 2006 and carrys on a comprehensive evaluation to recycling agricultural development by AHP method, and analyzes the obstacles which hinder its development, puts forward some conclusions, that is, the trend of recycling agriculture in Hubei is developing at a high speed as a whole and the reduced devotion of resources and depravation of ecosystem environment are barriers that limit the development of recycling agriculture.Based on the barriers of the recycling agriculture in Hubei province, his paper refered to the typical experience of domestic and international development of recycling agriculture, and tried to construct the five models of the development of recycling agriculture. Finally, the suggestion in policy for developing recycling agriculture in Hubei province have been put forward.
