Lump-sum contracting has become the major model of project delivery method (PDM) in the developed countries, while it is progressing with great difficulties in our country. Being quite opposite to the fact that it is one of the heated topics in this decade in the occidental countries, PDM is always being underestimated and far from being correctly recognized in China. Based on the exploration of a set of decision-making strategies, which aims at helping the project owners in enhancing both their decision-making ability and qualification in the lump-sum contracting projects, this study is hopefully undertaken to push forward the development of lump-sum contracting in China, and concurrently enrich the theoretical study in engineering project management. This dissertation mainly works on the lump-sum contracting PDMs theoretical analysis, decision-making attributes, rules and model of the problem of based on uncertain multi-attribute theory.This dissertation puts its emphasis on the analysis of the mechanism of the lump-sum contracting PDMs uncertain multi-attribute decision making (UAMDM) in China. Specifically, it analyzes the uncertain multi-attribute features of the decision-making of lump-sum contracting PDMs selecting, based on which, it sets up a conceptual model for the UMADM of lump-sum contracting PDMs. Meanwhile, this dissertation also makes research on the mechanisms of modeling and sequencing of the lump-sum contracting PDMs UAMDM.The current situation and incentives are explored. Based on the market research, this dissertation analyzes the distributional situation of lump-sum contracting PDMs in China, and its relations with the industry of the project, the tender method, and to which extent that the owners are involved in designing, as well as the relation between project investments, its duration and the delivery method. Stimulating factors are then examined.The decision-making attributes of the lump-sum contracting PDMs UAMDM in China is studied. On the basis of the results of archival research, it preliminarily proposes the attribute set of Chinese lump-sum contracting PDMs. By way of market research, the initial attributes are confirmed, hence the setting up of a decision-making evaluation metrics. This dissertation also examines the decision-making rules on Chinese lump-sum contracting PDMs UMADM. To be specific, comparisons are made among D-B, EPC and Turnkey in five aspects: their business scopes, economic characteristics, their competence requirements for the participants, the expected project control objectives, as well as their applicability. On this basis, the decision-making rules for Chinese lump-sum contracting PDMs UMADM are determined.Finally, the lump-sum contracting PDMs UMADM models are set up. To set forth, general assumptions are made on the decision-making models, then through gradual concretization of these assumptions and the application of uncertain linguistic evaluation scale in building decision-making determine matrix, three UMADM models based on UEWAA operator and ULHA operator, IA operator and ULHA operator, and UEOWA operator and ULHA operator are constructed to meet three different conditions of metrics weight. The decision-making methods and procedures of the three models are demonstrated separately. Besides, through a case study, the effectiveness of the three decision-making models is verified. Compared with traditional decision-making theories, the modeling assumptions proposed in this dissertation are more flexible and more feasible.In this dissertation, the theory and methods of Chinese lump-sum contracting PDMs UMADM are systematically studied. Uncertain multi-attribute decision-making theory, interval number and its possibility degree ranking method, uncertain linguistic scale evaluation technique, and statistical method and technology is applied to the research, which enriches the research methods for the decision-making of lump-sum contracting PDMs decision management. Three lump-sum contracting PDMs UMADM models are built and the DSS is studied preliminarily which contributes to the practical application of research results.
